Teen turns himself in on Vegas murder charge

INCLINE VILLAGE - When 19-year-old William Irvin Clark turned himself in to justice court here on Wednesday, the last thing officials expected was for him to be wanted on suspicion of murder in Las Vegas.

Wanted in Las Vegas, Los Angeles and by the FBI on outstanding warrants, Clark turned himself in after his grandmother told him Las Vegas officials were looking for him, said Washoe County Judge James Mancuso.

Clark is wanted in connection with an April murder at the Woodcreek apartments in Las Vegas, according to Las Vegas Review-Journal courts reporter Glen Puit.

According to reports, during a child's birthday party, one of the children was asked to leave. The following day, four adults returned to the apartment, confronted the victim, Charles Ticer, 19, of Las Vegas, and killed him.

Clark was allegedly among the four. Others charged in Ticer's death include Arbuay Fuller, who pleaded guilty and will be sentenced Feb. 1; Ezekiel Williams, who pleaded guilty and is in a Nevada Department of Corrections institution; and Tenisha Earls, who pleaded not guilty of murder and whose case will go to trial in June.

"It was an altercation at the apartment complex between the victim and his brother with the four codefendants," said Clark County Prosecutor Ross Miller, during proceedings on June 16 in Judge James Bixler's court. "Four individuals were beating and kicking the victim, and at one point, he was beaten with a wooden closet dowel."

After Clark turned himself Wednesday, Washoe County Sheriff's Deputy Dave Hobbesiefken ran the paperwork and discovered Clark was wanted by the Las Vegas Metropolitan Police Department on a charge of murder with a deadly weapon. Clark also was wanted by the FBI for fleeing to avoid prosecution. A third warrant was issued out of Los Angeles for a nonextraditable charge.

Clark is being held at the Washoe County Jail in Reno without bail.

Hobbesiefken took Clark to the Incline substation, where he was held before being transported to the jail. He will remain there until being extradited to Clark County.

Judge Mancuso said Clark cooperated with Washoe County law enforcement.
