Officials to look at first plans for use of land in southeast Carson City

A housing development proposed for the southeast side of Carson City could move one step closer to reality if a series of requests are approved by city officials.

The Planning Commission on Wednesday will being asked whether to recommend a change in the site's zoning map.

Clearview Ridge would be 75 single-family homes west of Albertsons, between West Roventini Way and West Overland Street, and Cochise and Voltaire streets.

Part of the area is zoned for commercial use and the rest for housing on more-spacious lots: one dwelling per acre. The roughly 3.8-acre location would be in what the city has identified in its master plan as a mixed-use residential area, that offers medium- to high-density housing and various retail and commercial uses, Lumos & Associates stated in its lengthy report for the property owners.

"This would not be appropriate for the small, quiet, rural neighborhood we currently live in," according to Joseph and Emily Conragan, who are among several neighbors who have stated their opposition to the project.

And while not opposed to development of the property, "we are strongly opposed to the density" of housing as proposed, said resident Dave Hamiln.

The proposal "will not protect the character of our existing neighborhood, as the master plan specifically commands," said resident Joan Bondiett.

Also being requested is a public right-of-way abandonment of a section of the property - nearly 6,000 square feet of space along Roventini and Overland - to allow for access.

According to the planning division, if the commissioners recommend the proposals, the Board of Supervisors ultimately will decide whether the proposal is viable.

Other aspects of the plan would need approval before this type of project is started, however, such as any infrastructure improvements, said Jennifer Pruitt, senior planner.

A commercial project also is being planned for the neighborhood. It will be near the Clearview Ridge location, but south of Albertsons, on the site of the Oasis Mobile Home Park.

Ribeiro Companies in Reno announced in the spring that it plans to develop the site.
