Sound financial management does not just happen by accident. It is planned and begins at the top. The controller is Nevada's chief fiscal officer (CFO) and NRS states that the controller is responsible for plans for promoting frugality, economy, and better management of the fiscal affairs of the state. I subscribe to that goal. Past controllers have not used the office to the extent possible.
My experience can benefit not only to the controller's office, but other constitutional, legislative and administrative offices. In the role of CFO, my background in securities fraud and bank fraud could benefit the secretary of state and assist the treasurer with investments. As a member of the State Board of Finance, the Executive Branch Audit Committee and the Department of Transportation Board, I can assist these boards and agencies with advice on eminent domain issues, audit issues, etc.
Additional functions should include analysis of fraud and abuse through more visibility on how state money is spent through data mining; more input to the budget process including proposals for streamlining budget transfer and approvals; a review of redundant and overlapping agencies, task, etc. and Consolidation of numerous agency data bases.

You are correct that the Controller's Office has traditionally been used to keep the books and pay the bills. However, Nevada Revised Statutes state that the controller is the "Chief Fiscal Officer of the State." In today's government and business environment, the CFO is an active member of the management team providing the financial information and analysis needed for decision making at the highest level. The controller's office needs to rise to that level. The controller should be the definitive source of financial information in the government for legislators, officers and the public and provide useful analysis of that information. This should be done in a fair and impartial manner at all times. The controller should also represent the financial interests of all the citizens. The controller should be there to help the various agencies to operate and perform more efficiently by providing better technology in reporting and decision making. The controllers office should be an information source for all.

I have a longer and broader experience in the accounting field than my opponent. I have been in accounting for 28 years. I have been a CPA for 26 years. For 22 of those years, I have had my own accounting practice serving hundreds of clients in a wide variety of businesses. Many of my clients have been with me since the beginning. Not only am I a CPA, I am a Certified Financial Manager and I'm the only Certified Management Accountant in this race. The CMA designation means that I have met the highest professional standards in decision making, support, planning and control. These are critical components of the Controller's job.
