Utilities were out of compliance, McDonald's employees made higher starting wages than our employees. We had big employee problems. Through her leadership she has allowed me and my department to improve. Now I am very proud of my staff, of the master plan that Donna helped lead us through, and she helped us work with developers, boards and other organizations. We've really pulled this together with Utilities. We're on the right track because of what we have done as a county.
