"Temperance Tantrums," a musical parody of a Victorian temperance rally, will have its first show's this Saturday at Piper's Opera House, 12 N. B St., in Virginia City.

LOS ANGELES " Lindsay Lohan escaped felony charges today when prosecutors filed seven misdemeanor counts against her stemming from two drunken-driving arrests.

The district attorney charged the 21-year-old actress with two counts each of driving under the influence, driving with a blood-alcohol level above .08 percent and being under the influence of cocaine and one count of reckless driving.

Police found cocaine on Lohan during the arrests on May 26 in Beverly Hills and July 24 in Santa Monica. In each incident, the amounts tested were below the .05 grams required for felony charges, according to the district attorney's office.

Each of Lohan's arrests were followed by trips to rehab.

Lohan crashed her Mercedes Benz into a tree on Sunset Boulevard in May and fled the scene to seek medical treatment. Police tests revealed that a white powder in Lohan's purse was .04 grams of cocaine.

Lohan checked into the posh Promises rehabilitation facility after the incident. She left the facility July 13 after six weeks of treatment. She was photographed wearing an alcohol-monitoring ankle bracelet after her release.

Lohan was arrested July 24 after a woman called 911 to report she was being chased by an SUV driven by the actress. Lohan had a blood-alcohol level of between 0.12 and 0.13 percent when police found her, officials said.

Sierra Pacific Power Co. is looking at two alternate sites to put its proposed Emma substation and several new power lines.

The Storey County Commission earlier this month upheld the planning commission's rejection of a special use permit for the substation which was to go on property north of Territory Road in the Mark Twain area.

Dean Haymore, Storey County building official and planning administrator, said that Sierra Pacific has picked two possible sites, one in Storey County, on the other side of a nearby mountain, and one in Lyon County.

He said both sites were out of the view of Mark Twain residents.

- Due to the construction of the new Sheriff's Administration Building, Harbin Avenue is closed to traffic between Musser and Second streets. This closure will remain in effect for the duration of the construction which is estimated to be completed in September.

- Gas pipeline work will be performed on the east and west sides of Fairview Drive, from Fifth Street to Butti Way. Intermittent traffic controls for heavy equipment.
