Development planned for Stagecoach

A landowner with more than 20,000 acres is planning a mixed-use community encompassing industrial, commercial and residential development in Stagecoach.

The project is on land expected to be part of the route of the USA Parkway.

Paul Kenner, who owns the property in Lyon County north of the community and south and west of the Storey County line, will show his proposal to the Stagecoach Advisory Council meeting at 7 p.m. Wednesday in the Stagecoach Community Center on Highway 50.

He said USA Parkway would go right through his property.

"We want to give them information and show them what our plans are," he said.

The Lyon County Planning Commission will take a look at the issue on Jan. 8, when Kenner requests a master plan amendment.

Kenner said he wanted to meet with both the Stagecoach and Silver Springs advisory councils to present as much early information as possible about the development, called The Highlands.

He couldn't say how many homes would be involved, because the whole project was still in the planning stages.

"We haven't got to any density considerations yet," he said. "Our request that we have submitted to the county is to do a master plan amendment."

He said later he will request a zone change, but right now is focused on the master plan amendment followed by more specific planning and detailing of the project.

Kenner said nearly half of the property cannot be developed because of the topography and he planned on a lot of linked open space that would aid the wild horses in the area, though he had no plans to fence them out of the project. He could not give any figures on cost of the project or the economic impact it could have on Stagecoach.

"This is just the start of our conversation with the county," he said. "We want to work with Lyon County to make it a win-win for both."

Kenner said he does have some water rights, but not enough for the development he hopes to build, and that he would have to import water.

"It's probably going to come from several sources, but we haven't completely answered that question yet," he said. "That's part of going through the process, to find out how much we will need."
