Steven Horsford, D-Las Vegas, was named Senate majority leader, becoming the first African-American to hold that position.

Bills designed to implement the plan worked out by leadership were introduced in both houses. Then the Assembly and Senate both resolved themselves into committees of the whole.

That allows all 21 members of the Senate to hear and discuss the legislation in that house and all 42 members of the Assembly to hear the bills presented there.
