Governor Jim Gibbons Monday signed into law the bills implementing not only most of his green energy ideas but those of the Legislature.
SB395 makes a series of changes designed to ease the process of getting permits for green or renewable generating plants. It calls on the state to adopt regulations favoring the purchase of efficient appliances, equipment and lighting.
It increases the abatements from property and sales taxes for renewable energy generators, energy equipment makers, research and development and transmission lines.
It also gives the Economic Development Commission more flexibility to reward companies that make larger economic impacts in Nevada and eliminates abatements for the portion of property and sales taxes that go to fund school districts.
New generating stations that generate greenhouse gases would be restricted unless the energy is needed to provide reliable utility service to Nevada consumers.
