Repeat offender sent back to prison

For the second time in four years, a Carson City man was sent to prison for fondling himself in public.

On Monday, District Judge Todd Russell sentenced Ricky Dean Scheffelman, 48, to 16 to 40 months on a charge of open and gross lewdness after he was arrested in April for masturbating in a vehicle on Menlo Drive.

In October 2008, Scheffelman was released from prison on a charge of indecent exposure after he fondled himself in front of a store clerk at a lingerie shop in Carson City in July 2006.

In 2005, he was caught masturbating in a his vehicle on Winnie Lane just weeks after he was released from prison on a drug charge out of Clark County. For that incident, he received a 90-day jail sentence on a gross misdemeanor charge of indecent exposure.
