Lyon could lay off 10 workers

Lyon County Commission-ers could vote Monday to lay off 10 full-time county employees to help in reducing a $610,000 budget shortfall.

Seven departments would lose one employee and the building department would lose three employees under a proposal from county staff.

Layoffs would include five administrative clerks, two building inspectors, the county's code enforcement officer, a library public relations officer and an animal services officer.

County commissioners will vote on the cuts Monday.

The county had proposed in March cutting 17 full-time positions to save about

$1 million.

County Manager Dennis Stark said he and the staff cut more out of next fiscal year's $30 million general fund budget to reduce the number of layoffs.

County staff removed two sheriff's deputies, two administrative clerks, a library branch manager and an engineering inspector from the list of proposed layoffs.

County services are down to "bare bones," Stark said. Choosing who to let go was a difficult decision, he said.

"Everyone dug a little bit deeper into their pockets," he said.

Building Department Director Nick Malarchik said he understands that the county has to lay off two building inspectors. Construction in the county has sharply declined over the past few years.

But Malarchik said he's "not too happy" about losing a full-time administrative clerk. The building department has already been cut in half during the past few years, he said.

"I'm not comfortable with the fact there are departments with no losses," he said.

County Commissioner Chuck Roberts said he cried at budget hearings in March when he learned some employees might have to be laid off. But the county has cut services as much as it can, he said. The layoffs are part of the "survival mode" the county is in, he said.

"Of course it's difficult, but currently I don't think staff can find any other options," he said.

Salary and benefits for the county's 400 employees account for about 70 percent of Lyon's general fund.

Lyon has the highest unemployment rate in the state at 15.2 percent. The county government is the third largest employer in the county.
