Supervisors to explore ballot advisory question

In anticipation of the state's 2011 legislative session, Carson City Supervisor Robin Williamson is scheduled Thursday to introduce a resolution for adoption that would establish an advisory question for the general election ballot regarding necessary consent by local governing bodies before the Legislature can act to decrease revenues or reserves collected by, distributed to or held by the local government.

The ballot question also would require consent before the Legislature could impose fees or mandate new or different services be performed by the local government in order to balance the state's budget.

The measure would establish the explanation for the ballot question and direct the Carson City Clerk to bring back to the board a recommendation regarding who should be appointed to the committees to prepare arguments for and against the ballot question.

Supervisor Pete Livermore also is calling for an advisory vote for the general election.

Livermore is proposing to adopt an action that would require the board of supervisors to submit any proposed use of the available 1⁄8-cent sales tax to an advisory vote.

The board is also scheduled Thursday to:

• Present a proclamation for United States Army Week June 11-18.

• Hear a presentation from the Nevada Rural Housing Authority regarding the 2010 Private Activity Bond Cap Allocation, its new programs and future plans.

• Adopt a resolution for the transfer of Carson City's share of the 2010 private activity bond cap to the NRHA.

• Adopt a resolution which would replace an existing one making changes in the minimum cost recovery rate for services provided by the Parks & Recreation Department to nonprofit organizations from 25 percent to 100 percent, and increases the cost recovery rate applied to for-profit organizations to 150 percent.

• Action to issue sewer improvement bonds.

• Action to issue water improvement bonds.

• Determine a program for the provision of Workers' Compensation Insurance for Carson City for fiscal year 2010-11.

• Action to determine providers for insurance coverage for Carson City for fiscal year 2010-11.

• Change Carson City's 2009-10 budget by increasing the amount of revenue and fund balance by $17,425,418 because of carryover of program costs from the prior years' budget, board action during the past few months, federal and local grants and unanticipated sources of revenue.

• Temporarily make a loan from the General Fund and Quality of Life Fund to the Grant Fund in the amount of $500,000 and $1 million respectively.

The Board of Health is scheduled to:

• Adopt updated immunization requirements for children in public schools, private schools and child care facilities in Carson City. New vaccines have been introduced and schedules for some existing vaccines have changed slightly.

• Hear discussion on the Local Public Health Governance Performance Assessment.
