The Carson City Board of Supervisors is scheduled to adopt a resolution when it meets Thursday that would increase business license fees by .8 percent.

In another action, the board will consider amending the license and business regulations of city code to make the process of increasing fees discretionary as opposed to mandatory.

In other matters, the board is scheduled to:

• Discuss and take possible action on a method to fill the vacancy on the board created by the election of either Supervisor Livermore or Robin Williamson to the state Assembly. As detailed in the district attorney's opinion of Oct. 14, one of the two supervisors must resign on Nov. 3. The board must fill the vacancy by appointing a member within 30 days or after three meetings, whichever is shorter.

• Review the city's Operations Scorecard. This report will address "A Physically Connected Community" and capital projects, which will include all utility, facility, parks and transportation projects.

• Adopt a resolution pertaining to the issuance of refunding bonds by Carson City for the purpose of defraying wholly or in part the cost of outstanding bonds.

• Adopt a resolution accepting a 39-acre donation from the Vidler Water Company for lands located east of Hells Bells Road.

• Approve a contract for additional licensing and a system upgrade, which are required for the city water system operation to streamline development to support the regional water project improvements.

• Approve a request for a two-year extension of the tentative map special use permit and variances for a planned unit development known as Mills Landing, which consists of 94 single-family units on 2.4 acres at 1208 E. William St. and State Street.

The Carson City Board of Supervisors meets at 8:30 a.m. Thursday in the Sierra Room of the Carson City Community Center, 851 E. William St.
