Carson City Animal Services is ready to accept shelter volunteer applications, Health and Human Services Director Marena Works has announced.
Residents will get a look at the city's updated volunteer, rescue and foster care programs when the Board of Health convenes Thursday.
In January, the CCAS volunteer, rescue and foster care programs were suspended due to a need to develop policies and training programs for the groups.
Works will introduce a volunteer manual that has been developed with a corresponding training program. In addition, new foster care and rescue group guidelines were developed, which she will share.
The health board meets at 2 p.m. when supervisors reconvene for their afternoon session.
Items to be discussed or acted upon during the morning session of the board of supervisors are:
• An update from the city's government affairs consultant Mary Walker about issues coming out of the legislative session.
• A contract for conflict counsel attorney services in the amount of about $342,000 per year over the next three years.
• A request to amend a $6.8 million contract for the north-south water transmission line by adding about $495,000, due to increased costs for PVC materials.
• A request to enter into property insurance agreements for fiscal year 2011-12.
• A request to renew an excess liability insurance policy.
• A request to approve an addendum to the lease agreement between Carson City and the Carson City Municipal Golf Corporation which revises payment amounts over the next four years. The payoff date would changed from 2028 to 2030.
• A request to augment the fiscal year 2010-11 budget in the amount of nearly $14 million primarily due to carryover of program costs.
• A resolution for temporary interfund loans from the general fund to the water, ambulance, grant and street maintenance funds to cover temporary cash shortages in those funds.
• The expenditure of $108,623 from the 2011-12 revolving fund to support various Carson City special events.
• An agreement which will provide online training to employees on workplace harassment prevention and other employment topics.
• An agreement with Douglas County which provides for Carson City to maintain traffic signals and other lighting systems in Douglas County.
• A discussion regarding connection fees. In 2010, the board reduced the connection charges for water and sewer by 90 percent to encourage economic development. The board will discuss whether to maintain the current fees, raise them back to previous levels or take some other action.
Acting as the Redevelopment Authority, the board is scheduled to:
• Augment the 2010-11 redevelopment budget in the amount of about $2 million to appropriate previously unbudgeted resources.
The board will recess for lunch and return at 2 p.m. to convene as the Board of Health to discuss or take action on the following items, in addition to the animal shelter volunteer item:
• A presentation on the mass antibiotic dispensing exercise held in May.
• A director's report regarding the department's activities.
• An update on activities including job fairs that the Workforce Program has been conducting.
After the health board adjourns, the board of supervisors will reconvene to discuss or take action on:
• An ordinance amending code regarding the makeup of the Historic Resources Commission.
• An abandonment of public right-of-way on property located at Anderson Street between East Second and East Third streets.
• An ordinance change for the zoning of property located south of Northridge Drive and east of Roop Street from Single Family 6000 to Public Community for a proposed AT&T cellular facility.
Supervisors will again adjourn, but reconvene at 5:30 p.m. to appoint one member to the Library Board of Trustees. There are two applicants: Patricia Cooper-Smith and Robin Williamson.
