Commissioners approve emergency shelter grant

The Churchill County Commissioners approved to accept Emergency Solutions Grants for $20,000 to support an emergency shelter for the Social Services Department.

Social Services Director Shannon Ernst said the U.S. Department of Housing and Urban Development (HUD) has in acted the Hearth Act as of August 2012 the grant has evolved to limited activities in just sheltering families and individuals, but transitioning clients from homelessness to housing or to prevent homelessness all together.

Ernst said during the fiscal year 2014, Churchill County Social Services obtained a grant for shelter grants totaling $15,100 and carryover was utilized for homeless prevention activities. She said during the past couple of year HUD has moved the focus from preventing homelessness to rapid rehousing of homeless. A minimal amount has been available for shelter and prevention.

She said the department was contacted by the division regarding the request as has occurred in future years. During the discussion the Housing Division relayed the priorities and the minimal amounts available for prevention. Ernst said the Housing Division offered to fund $10,000 to shelter activities, $6,000 for case management, and $4,000 for staff data collection activities.

“The Housing Division also has agreed to provide up to $19,000 to fund the short term housing program and homeless prevention activities through an alternative funding source, Tenant Based Rental Assistance,” she said.

Other items the commissioner approved include the following:

Approved renewal of the lease agreement for use of the School District Buses for the Parks and Recreation Department’s SUMFUN Summer Day Camp.

Approved apportionment of the County’s greater than anticipated Consolidated Tax Distribution for fiscal year ending June 30, 2015, equally to the following three funds: Compensated Absence Fund, Building Reserve Fund and the Senior Center Ad Valorem Fund to support future expenditures.

Approved apportionment of the county’s greater than anticipated geothermal rents and royalties for fiscal year ending June 30, 2015, equally to the following three funds: Compensated Absence Fund, Building Reserve Fund and the Senior Center Ad Valorem Fund to support future expenditures.

Approved budget transfer No. 1 for fiscal year 2016 that would provide funding for the Court Appointed Special Advocates program within the District Court General Fund Budget rather than the AB 65 Court Fees Special Revenue Fund for fiscal year 2016.

Approved fiscal year end monetary transfers as outlined in the comptroller’s office letter dated May 26, 2015.

Approved for Social Services to hire an office intern.

Approved Pontifex Classification and Compensation study finalization and proposed implementation.
