Affordable housing, rifle range on Carson City supervisors agenda

The Board of Supervisors on Thursday will consider a proposal to solicit developers for an affordable housing project on city-owned land.

The 7.95-acre property is on Butti Way across the street from Carson City’s Public Works department and corporate yard.

If approved, the city would first conduct a title report and phase 1 environmental assessment on the land and then bring back to the board for approval a request for proposal for developers before issuing the RFP.

The board is also deciding whether to sell six parcels totaling 2.78 acres on Brown Street. The property was donated to the city by Lyon County and there were discussions with Nevada Rural Housing Authority to use it for housing, but the property is too small for a feasible project.

The supervisors will vote whether to create a task force to review the Carson Rifle and Pistol Range third-party safety assessments and make recommendations to the board. Hours at the range have been restricted due to reports of stray bullets reaching the nearby landfill and the Parks, Recreation and Open Space department has brought in outside experts to assess the range and outline remedies.

The board will make its own annual appointments to the committees and commissions supervisors serve on. Those appointments include the Audit Committee, Carson City Water Subconservancy District, Culture & Tourism Authority, Debt Management Commission, Nevada Association of Counties, NevadaWorks, Regional Transportation Commission and Carson Area Metropolitan Planning Organization, Tahoe Regional Planning Agency, and Western Nevada Legislative Coalition. Former Supervisor Karen Abowd, who’s now replaced by Supervisor Stacey Giomi, served on the tourism authority and water subconservancy district. Abowd’s successor as mayor pro tem will also be determined on Thursday.

The supervisors will also vote to authorize the $290,000 purchase of 20 acres along the north side of Highway 50 West for open space. The acquisition from Michael Fagen has been in process for several years.

The board will meet in the morning and after lunch at 1:30 p.m., and then reconvene for a joint meeting with the Carson City School District Board of Trustees at 6 p.m.

The combined panel will hear presentations on the expansion of the University of Nevada, Reno Police Department to the campus of Western Nevada College; the partnership between the school district and the Boys & Girls Clubs of Western Nevada at the Multi-purpose Athletic Center; the school’s work-based learning program; and the joint effort of CCSD and the Carson City Local Emergency Planning Committee.
