BEFORE THE PUBLIC UTILITIES COMMISSION OF NEVADA

NOTICE OF JOINT APPLICATION

AND

PREHEARING CONFERENCE

On April 26, 2021, Nevada Power Company d/b/a NV Energy

(“NPC”) and Sierra Pacific Power Company d/b/a NV Energy (“SPPC”)

(together, “NV Energy”) filed with the Public Utilities Commission of

Nevada (“Commission”) a joint application, designated as Docket No.

21-04036 (“Joint Application”), for approval of their Second Additional

Joint Energy Supply Plan (“ESP”) Update period for 2021.

This Notice serves only to notify the public that the Commission

has received the above-referenced filing. It is the responsibility of

interested persons to review the filing and monitor the proceedings to

determine their desired levels of involvement based on how this matter

may affect their unique situations. The details provided within this

Notice are for informational purposes only and are not meant to be an

all-inclusive overview of the filing. The Commission may consider and

adopt alternative proposals not contained within the filing, but which are

related to the subject matter of the filing and supported by substantial

evidence.

On December 2, 2020, in Docket No. 20-09002, the Commission

approved a stipulation between the Regulatory Operations Staff (“Staff”)

of the Commission, the Nevada Bureau of Consumer Protection

(“BCP”), and NV Energy which resolved NV Energy’s second update

to the ESP (filed on September 1, 2020) and recognized NV Energy’s

option to file an additional update to that ESP to address the open

positions for the summer of 2021 as a result of the investigation in

Docket No. 20-08014 or based on other additional relevant information.

This stipulation also increased NPC’s open position to 494 megawatt

(“MW”) and reduced SPPC’s long position to 121 MW, for a combined

open position of 373 MW in 2021.

On February 24, 2021, in Docket No. 20-12020, the Commission

approved a stipulation between Staff, BCP, and NV Energy for a 400

MW increase to the total modified open position for the Summer (July)

2021, resulting in a total open position for Summer (July) 2021 of 773

MW. NV Energy stated that its request stemmed from recent analysis

of the circumstances that caused high demand on the electric system

in the summer of 2020, an analysis that has been reported to the

Commission in Docket No. 20-08014.

NV Energy states that, in this Docket, it is requesting authority

to procure an additional 250 MW in the term market for August 2021

because of recent actions of California Independent System Operators

(“CAISO”) and Northwest Power Pool. NV Energy further states that

due to CAISO’s and Northwest Power Pool’s recent changes it is

expecting an increased likelihood of curtailments related to CAISO and

will not be able to utilize the Northwest Power Pool in a similar fashion

to the summer of 2020. NV Energy requests expedited treatment of

this Application and requests Commission action on or before June 22,

2021.

NV Energy filed the Joint Application pursuant to the Nevada

Revised Statutes (“NRS”) and the Nevada Administrative Code (“NAC”)

Chapters 703, and 704, including, but not limited to, NRS 704.741,

NAC 704.9506, and Section (2)(B) of the stipulation as approved in the

Commission’s December 2, 2020, Order in Docket No. 20-09002.

Interested and affected persons may file comments or petitions

for leave to intervene pursuant to pursuant to NRS 704.746 or NAC

703.578 through 703.600 on or before WEDNESDAY, MAY 26, 2021.

A person who wishes to participate as a commenter may file written

comments pursuant to NAC 703.491. A commenter is not a party of

record and shall not take any action that only a party of record may take.

Pursuant to NAC 703.500, only parties of record are entitled to enter an

appearance, introduce relevant evidence, examine and cross-examine

witnesses, make arguments, make and argue motions and generally

participate in the proceeding.

NOTICE IS HEREBY GIVEN that, pursuant to NAC 703.655, the

Commission has scheduled a PREHEARING CONFERENCE to be held

as follows:

3:00 p.m.

VIA MICROSOFT TEAMS

Due to the COVID-19 pandemic and in compliance with the

Governor’s Emergency Directive #006, the Commission’s offices are

currently closed to the public. The parties and potential intervenors will

appear and otherwise participate in the prehearing conference remotely

via Microsoft Teams. Members of the public can access the prehearing

conference at the time noticed herein via the Commission’s live stream

link on its website at http://puc.nv.gov.

Parties and petitioners seeking to intervene should provide the

email address, company position, and business address for each

member of their organization who intends to participate via Microsoft

Teams to Commission Administrative Attorney Georgina Zielinski at

gzielinski@puc.nv.gov no later than MONDAY, MAY 24, 2021, at 2:00

p.m.

The purpose of the prehearing conference is to formulate and

simplify the issues involved in this proceeding and set a hearing and

procedural schedule. At the prehearing conference, the Commission

may take any action authorized by NAC 703.655.

The Commission is not responsible for providing clerical or

administrative assistance or materials to parties during Commission

proceedings. If such assistance is necessary, parties must make other

arrangements for this type of assistance.

writing to be placed on the service list for this proceeding in order to

receive any further notices in this matter.
