Titus said the Secretary of State’s office has calculated the cost at $2.97 for each ballot and another 55 cents for the postage.
At that rate, she said the total cost to taxpayers would be more than $17.33 million in the 2022 midterms.
Most of that will be wasted, she said, pointing out that in the past three midterm elections, just 24.1 percent of voters turned out for the primary and 57.5 percent for the general.
Last year, she said Clark County officials say one in five ballots was never even delivered because of bad addresses.
She said AB321 also allows ballots to be turned in up to four days after the election, inviting more distrust in the fairness and accuracy of election results.
She called on Nevadans to stop the bill from becoming law.
