NOTICE OF RATE APPLICATION OF GAS UTILITY FOR
AUTHORIZATION TO RECOVER THE COSTS OF GAS
INFRASTRUCTURE REPLACEMENT PROJECTS THROUGH THE
GAS INFRASTRUCTURE REPLACEMENT MECHANISM
AND NOTICE OF PREHEARING CONFERENCE
On September 30, 2021, Southwest Gas Corporation (“Southwest
Gas”) filed with the Public Utilities Commission of Nevada (“Commission”)
an application, designated as Docket No. 21-09034 (“Application”), for authority
to recover costs of gas infrastructure replacement projects through
the gas infrastructure replacement (“GIR”) mechanism.
Southwest Gas filed the Application pursuant to the Nevada
Revised Statutes (“NRS”) and Nevada Administrative Code (“NAC”)
Chapters 703 and 704, including, but not limited to, NAC 704.796 through
704.7985.
This Notice serves only to notify the public that the Commission has
received the above-referenced filing. It is the responsibility of interested
persons to review the filing and monitor the proceedings to determine
their desired levels of involvement based on how this matter may affect
their unique situations. The details provided within this Notice are for
informational purposes only and are not meant to be an all-inclusive
overview of the filing. The Commission may consider and adopt alternative
proposals not contained within the filing, but which are related to the
subject matter of the filing and supported by substantial evidence.
In the Application, Southwest Gas seeks authority to establish GIR
rates for its Northern Nevada and Southern Nevada rate jurisdictions to
recover the revenue requirement associated with the amounts deferred
for which the Commission previously granted regulatory asset treatment
in Docket Nos. 16-10026 and 17-02040, as well as the GIR projects
approved by the Commission in GIR Advance Applications in Docket Nos.
15-06001, 16-06001, 17-05027, and 18-06004. Southwest Gas seeks
to establish a GIR rate of $(0.00246)/therm in the Southern Nevada rate
jurisdiction and $0.00056/therm in the Northern Nevada rate jurisdiction.
Southwest Gas states that these GIR rates would be applicable to all customers
and rate classes, except for customers that maintain a negotiated
rate contract with Southwest Gas, and requests that these GIR rates be
effective on January 1, 2022.
Interested and affected persons may file comments or petitions for
leave to intervene pursuant to NAC 703.578 through 703.600 at either
of the Commission’s offices on or before WEDNESDAY, NOVEMBER 3,
2021.
A person who wishes to participate as a commenter may file written
comments pursuant to NAC 703.491. A commenter is not a party of
record and shall not take any action that only a party of record may take.
Pursuant to NAC 703.500, only parties of record are entitled to enter an
appearance, introduce relevant evidence, examine and cross-examine
witnesses, make arguments, make and argue motions and generally
participate in the proceeding.
NOTICE IS HEREBY GIVEN that, pursuant to NAC 703.655, the
Commission has scheduled a PREHEARING CONFERENCE in this
docket to be held as follows:
