AMENDED NOTICE OF ELECTRIC UTILITIES’ JOINT
INTEGRATED RESOURCE PLAN
AND
PREHEARING CONFERENCE
On June 1, 2021, Nevada Power Company d/b/a NV Energy
(“NPC”) and Sierra Pacific Power Company d/b/a NV Energy (“SPPC”)
(together, “NV Energy”) filed with the Public Utilities Commission of
Nevada (“Commission”) a joint application, designated as Docket No.
21-06001 (“Joint Application”), for approval of their 2022-2041 Triennial
Integrated Resource Plan (“IRP”), 2022-2024 Action Plan, and 2022-
2024 Energy Supply Plan (“ESP”).
On September 1, 2021, NV Energy filed with the Commission
an amendment (“Amendment”) to the Joint Application to include the
Transmission Infrastructure for a Clean Energy Economy Plan (“TICEEP”).
This Notice serves only to notify the public that the Commission
has received the above-referenced filing. It is the responsibility of
interested persons to review the filing and monitor the proceedings to
determine their desired levels of involvement based on how this matter
may affect their unique situations. The details provided within this Notice
are for informational purposes only and are not meant to be an all-inclusive
overview of the filing. The Commission may consider and adopt
alternative proposals not contained within the filing, but which are related
to the subject matter of the filing and supported by substantial evidence.
NV Energy filed the Joint Application pursuant to the Nevada
Revised Statutes (“NRS”) and the Nevada Administrative Code (“NAC”)
Chapters 703 and 704, including, but not limited to, NRS 704.741 and
NAC 704.9005 through 704.9525. NV Energy requests confidential
treatment of certain information contained within its Joint Application
pursuant to NRS 703.190.
In its Joint Application, NV Energy seeks approval of its 2022-
2041 IRP, its three-year Action Plan for 2022-2024, and its ESPs for
2022-2024. The Joint Application requests that the Commission find that
the cost of energy from two new company-owned renewable projects
with battery storage capacity are just and reasonable and approve the
network upgrades associated with the new renewable projects, in addition
to approval of requests included, but not limited to, grid-tied battery
storage energy systems, turbine upgrades at certain generating units,
the demand side plan for 2022-2024, and the distributed resource plan
for 2022-2024. Moreover, NV Energy requests expedited approval of
upgrades to some of its combustion turbine fleet and deviation from NAC
704.9237(2)(f) and 704.9237(3)(b).
Additionally, NV Energy, in its Amendment to the Joint Application,
is requesting that the Commission find that it has satisfied the
requirements of Senate Bill 448 (2021) and find that the TICEEP is adequate.
As part of the TICEEP, NV Energy is requesting that the Commission
authorize NV Energy to commence the development and construction
of the Fort Churchill to Robinson 525 kilovolt (“kV”) transmission line
project estimated to cost $901.0 million, split 70 percent to NPC and 30
percent to SPPC and the Harry Allen to Northwest 525 kV transmission
line project estimated to cost $143.1 million, split 70 percent NPC and 30
percent to SPPC. NV Energy is further requesting that the Commission
designate the Greenlink North line and the Harry Allen to Northwest 525
kV project as critical facilities pursuant to NAC 704.9484.
Pursuant to NAC 703.740 and the Commission’s order in
Docket No. 19-07005, NV Energy requests that the Commission consolidate
this Docket with the application of SPPC for approval of its 2021
Natural Gas Conservation and Energy Efficiency Plan Report.
Interested and affected persons may file comments or petitions
for leave to intervene, related to the Amendment and NV Energy’s
new requests, electronically through the Electronic Filing System on the
Commission’s website or at either of the Commission’s offices pursuant
to NRS 704.746 or NAC 703.578 through 703.600 on or before
WEDNESDAY, SEPTEMBER 29, 2021.
A person who wishes to participate as a commenter may file
written comments pursuant to NAC 703.491. A commenter is not a
party of record and shall not take any action that only a party of record
may take. Pursuant to NAC 703.500, only parties of record are entitled
to enter an appearance, introduce relevant evidence, examine and
cross-examine witnesses, make arguments, make and argue motions
and generally participate in the proceeding.
NOTICE IS HEREBY GIVEN that, pursuant to NAC 703.655,
the Commission has scheduled a PREHEARING CONFERENCE to be
held as follows:

The parties and potential intervenors will appear and otherwise
participate in the prehearing conference remotely via Microsoft
Teams. Members of the public can access the prehearing conference
at the time noticed herein via the Commission’s live stream link on its
website at http://puc.nv.gov.
Parties and petitioners seeking to intervene should provide the
email address, company position, and business address for each member
of their organization who intends to participate via Microsoft Teams
to Commission Administrative Attorney Georgina Zielinski at gzielinski@
puc.nv.gov no later than MONDAY, SEPTEMBER 27, 2021, by 2:00 p.m.
The purpose of the prehearing conference is to formulate and
simplify the issues involved in this proceeding and set a hearing and
procedural schedule. At the prehearing conference, the Commission
may take any action authorized by NAC 703.655.
The Commission is not responsible for providing clerical or
administrative assistance or materials to parties during Commission
proceedings. If such assistance is necessary, parties must make other
arrangements for this type of assistance.
