NOTICE OF APPLICATION
AND
NOTICE OF PREHEARING CONFERENCE
On July 5, 2022, Nevada Power Company d/b/a NV Energy (“NPC”) and Sierra Pacific Power
Company d/b/a NV Energy (“SPPC”) (collectively, “NV Energy”) filed with the Public Utilities
Commission of Nevada (“Commission”) a joint application, designated as Docket No. 22-07003
(“Joint Application”), for approval of the second amendment (“Second Amendment”) to its 2021
Joint Integrated Resource Plan (“IRP”).
This Notice serves only to notify the public that the Commission has received the above-referenced
filing. It is the responsibility of interested persons to review the filing and monitor the
proceedings to determine their desired levels of involvement based on how this matter may
affect their unique situations. The details provided within this Notice are for informational purposes
only and are not meant to be an all-inclusive overview of the filing. The Commission may
consider and adopt alternative proposals not contained within the filing, but which are related
to the subject matter of the filing and supported by substantial evidence. The Commission will
accept or modify the Joint Application or specify any portions of the Joint Application it deems
inadequate.
NV Energy filed the Joint Application pursuant to the Nevada Revised Statutes (“NRS”) and
the Nevada Administrative Code (“NAC”) Chapters 703 and 704, including, but not limited to,
NRS 704.741 et seq. and 704.751, NAC 704.9005 et seq, and Section 54 of Senate Bill 448
(2021). Due to the timing between its filing in Docket No. 21-06001 and the preparation of its
Joint Application, NV Energy seeks to deviate from the requirement of NAC 704.9516 to provide
an updated load forecast.
In its Joint Application, NV Energy seeks approval of the Second Amendment to their 2021
Joint IRP to amend the Demand Side Management (“DSM”) Plan to satisfy requirements set
forth by Senate Bill 448 (2021) and to continue an existing energy efficiency program and add a
new program to the DSM portfolio that will help meet an energy savings target for each utility of
1.1 percent on average pursuant to NAC 704.9212 and 704.934(2)(d). NV Energy also requests
that this Joint Application be consolidated with Docket No. 22-07004, which is the docket that
considers NV Energy’s 2022 Combined Annual Electric DSM Update Report as it relates to the
Action Plan of their 2022-2041 Joint IRP.
Interested and affected persons may file comments or petitions for leave to intervene electronically
through the Electronic Filing System on the Commission’s website or at either of the
Commission’s offices pursuant to NRS 704.746 or NAC 703.578 through 703.600 on or before
WEDNESDAY, AUGUST 10, 2022.
A person who wishes to participate as a commenter may file written comments pursuant to
NAC 703.491. A commenter is not a party of record and shall not take any action that only a
party of record may take. Pursuant to NAC 703.500, only parties of record are entitled to enter
an appearance, introduce relevant evidence, examine and cross-examine witnesses, make arguments,
make and argue motions and generally participate in the proceeding.
NOTICE IS HEREBY GIVEN that, pursuant to NAC 703.655, the Commission has scheduled
a PREHEARING CONFERENCE to be held as follows:

Members of the public can access the prehearing conference at the time noticed herein via
the Commission’s live stream link on its website at https://puc.nv.gov, members of the public may
attend in person at either of the Commission’s offices noted above.
The purpose of the prehearing conference is to formulate and simplify the issues involved
in this proceeding, set a hearing, and procedural schedule. At the prehearing conference, the
Commission may take any action authorized by NAC 703.655.
