RTC considers Carson transit pact Wednesday

A special meeting of the Carson City Regional Transportation Commission has been set up to review a proposed contract for operation of Jump Around Carson, the city’s public transit system.

The meeting starts at 4 p.m. Wednesday in the community center.

Commissioners will review a proposed contract with First Transit for operation of all JAC fixed-route and paratransit services for three years beginning Sept. 1 and ending Sept. 30, 2026. The total not-to-exceed amount of the contract would be about $4.48 million, according to a staff report. There would also be two one-year options for contract extension at a not-to-exceed amount of about $1.63 million each year.

“Those option years can only be exercised by approval of both the Regional Transportation Commission and First Transit,” reads the staff report.

First Transit is the current contracted operator for JAC. A request for proposals issued by the city in the spring produced three applicants. RTW Management and SP+ Transportation joined First Transit in the proposal process.

“The proposals were evaluated by the review and selection committee based on several factors including project understanding, experience, technical capacity, presentation and budget, with budget consisting of half the technical score,” reads the staff report. “First Transit was selected by the committee for recommendation to the RTC as the proposer best meeting the stated qualifications and for providing services in the best interest and value to the public.”
