You are hereby notified that the Carson City Planning Commission will conduct public hearings on Wednesday, January 25, 2023, regarding the items noted below. LU-2022-0492 For Possible Action: Discussion and possible action regarding an application from Alta Consulting, Ltd (“Applicant”) for a special use permit (“SUP”) for a multifamily residential development on a property within the Silver Oak Planned Unit Development and zoned Retail Commercial (“RC-P”) located on the southeast corner of Silver Oak Drive and GS Richards Boulevard, Assessor’s Parcel Number (“APN”) 007-461-19. Staff Summary: The Applicant is proposing to construct a 178-unit multi-family residential project on a ±6.2-acre parcel. Multifamily development is allowed within the RC zoning district upon approval of a SUP. The Planning Commission is authorized to approve the SUP. 

LU-2022-0540 For Possible Action: Discussion and possible action regarding an application from NV Autobody (“Applicant”) for a special use permit (“SUP”) to allow the expansion of an auto body repair business that includes the installation of a new auto paint booth and outside storage that exceeds 20 percent of the overall site area on a property zoned Light Industrial (“LI”) located at 2344 Conestoga Drive, Assessor’s Parcel Number (“APN”) 008-816-52. Staff Summary: The Applicant operates an autobody repair and paint business at the subject site and is requesting to construct a new building to house a new paint booth that will replace the existing equipment located at the site. The Applicant is also requesting outside storage exceeding 20 percent of the site area. The paint booth and amount of outside storage require a SUP. The Planning Commission is authorized to approve the SUP. 

LU-2022-0541 For Possible Action: Discussion and possible action regarding an application from David Flaherty (“Applicant”) for a special use permit (“SUP”) for the expansion of an existing nonconforming personal storage facility onto adjacent properties and the continuation of existing non-conformities on a property zoned General Commercial (“GC”), located on the northwest side of the intersection of Sage Street and Lone Mountain Drive, Assessor’s Parcel Numbers (“APNs”) 002-071-06 through -09. Staff Summary: The Applicant is requesting the construction of three new personal storage buildings to be located on two parcels to the east of the existing facility. The current use does not conform with all of the standards per Carson City Development Standards (“CCDS”) Division 1.10 (Personal Storage). Per Carson City Municipal Code (“CCMC”) 18.04.030 (Nonconforming Uses) and 18.04.135 (GC), a SUP is required. The Planning Commission is authorized to approve the SUP. 

LU-2022-0542 For Possible Action: Discussion and possible action regarding an application from CSAC Acquisition Inc. (“Applicant”) for a marijuana cultivation facility on property zoned General Industrial (“GI”), located at 3535 Arrowhead Drive, Assessor’s Parcel Number (“APN”) 005-053-04. Staff Summary: The existing marijuana cultivation facility obtained an SUP in June 2015. Ownership of the facility is proposed to change. Per Carson City Development Standards (“CCDS”) 1.20.1 (a), a new SUP is required when there is a change in the owner or operator. There are no proposed changes to the previously approved operation. 

MPA-2023-0007 For Possible Action: Discussion and possible action regarding a request from Carson City (“Applicant”) for the adoption of a resolution approving a master plan amendment and recommending approval of the amendment to the Board of Supervisors (“Board”) to change the master plan designation from Mixed-Use Commercial (“MUC”) and Medium Density Residential (“MDR”) to MUC for three parcels located south of Fairview Drive, north of Colorado Street, and east of S. Saliman Road, Assessor’s Parcel Numbers (“APNs”) 010-061-76, 010- 061-84, and 010-061-87. (Heather Ferris, hferris@carson.org). 

Staff Summary: Through the annual review of the Master Plan and Zoning Map, the Board and staff have identified the subject parcels as appropriate for consideration of a mapping correction. These were before the Planning Commission for consideration as three separate Master Plan Amendments (MPA-2022-0502; MPA-2022-0499; and MPA-2022-0496) at their December 20, 2022 meeting and continued the items to the January 25, 2023 meeting. The recommendations have been consolidated and modified based on the discussions at December 20, 2022 meeting. The requested master plan amendment is being made concurrently with the request for a zoning map amendment (ZA 2023-0008). 

ZA-2023-0008 For Possible Action: Discussion and possible action regarding a recommendation to the Board of Supervisors (“Board”) concerning a request from Carson City (“Applicant”) for a proposed ordinance amending the zoning map to change the zoning from Limited Industrial (“LI”), Single-Family 1-Acre (“SF1A”) and Single-Family 6,000 (“SF6”) to General Commercial (“GC”) for three parcels located south of Fairview Drive, north of Colorado Street, and east of S. Saliman Road, Assessor’s Parcel Numbers (“APNs”) 010-061-76, 010-061-84, and 010-061-87. (Heather Ferris, hferris@carson.org).
