NOTICE OF APPLICATION FOR UTILITY

ENVIRONMENTAL PROTECTION ACT

PERMIT TO CONSTRUCT A UTILITY FACILITY

On August 8, 2024, Nevada Power Company

d/b/a NV Energy and Sierra Pacific Power

Company d/b/a NV Energy (“NV Energy”) filed

with the Public Utilities Commission of Nevada

(“Commission”) an application, designated as

Docket No. 24-08009 (“Application”), under

the provisions of the Utility Environmental

Protection Act, for a permit to construct certain

projects within the Sierra Solar Phase I Project

consisting of a 400 megawatt (“MW”) photovoltaic

solar electric generating facility, a 345

kilovolt high-voltage transmission line-fold, a

generation-tie line, a 400 MW battery energy

storage system, and associated facilities, including

new and upgraded microwave towers,

to be located on approximately 2,800 acres of

private land in Churchill, Washoe, Storey, and

Lyon Counties, Nevada (the “Project”).

This Notice serves only to notify the

public that the Commission has received the

above-referenced filing. It is the responsibility

of interested persons to review the filing and

monitor the proceedings to determine their

desired levels of involvement based on how

this matter may affect their unique situations.

The details provided within this Notice are for

informational purposes only and are not meant

to be an all-inclusive overview of the filing.

The Commission may consider and adopt

alternative proposals not contained within

the filing, but which are related to the subject

matter of the filing and supported by substantial

evidence.

NV Energy filed its Application pursuant to

the Nevada Revised Statutes (“NRS”) and the

Nevada Administrative Code (“NAC”) Chapters

703 and 704, including, but not limited to, NRS

704.820 through 704.900 and NAC 703.415

through 703.427. Pursuant to NRS 703.196,

and NAC 703.5274, NV Energy requests confidential

treatment of certain information filed

under seal.

Interested and affected persons may, as

appropriate: 1) file notices of intervention pursuant

to NRS 704.885(1)(c); 2) file petitions for

leave to intervene pursuant to NRS 704.885(1)

(d); 3) file notices of intent to be a party

pursuant to NRS 704.885(1)(e); or 4) make a

limited appearance in this proceeding pursuant

to NRS 704.885(2) by filing a written statement

of position on the Project; or 5) file comments

pursuant to NAC 703.491 on the Commission’s

website at https://puc.nv.gov on or before

WEDNESDAY, SEPTEMBER 11, 2024.

A commenter is not a party of record and

shall not take any action that only a party of

record may take. Pursuant to NAC 703.500,

only parties of record are entitled to enter an

appearance, introduce relevant evidence,

examine and cross-examine witnesses, make

arguments, make and argue motions, and

generally participate in the proceeding.

request in writing to be placed on the service
