BEFORE THE PUBLIC UTILITIES COMMISSION OF NEVADA
NOTICE OF APPLICATION
Sierra Pacific Power Company, d/b/a as NV Energy and Nevada Power Company d/b/a NV Energy (“NV Energy”), intends to submit an application for a permit to construct a utility facility, namely the two new 345 kV gen-tie lines and five 34.5 kV collector lines to interconnect the Sierra Solar Phase I solar and battery storage projects. This request for a permit to construct will be filed with the Public Utilities Commission of Nevada (“PUCN”) pursuant to the Utility Environmental Protection Act (“UEPA”) under Nevada Revised Statutes chapter 704, sections 820 to 900 and Nevada Administrative Code, chapter 703, sections 415 to 427.
NOTICE OF AN APPLICATION FOR A PERMIT TO CONSTRUCT UNDER THE PROVISIONS OF UEPA THE SIERRA SOLAR
PHASE I GEN-TIE PROJECT.
Notice is hereby given to persons residing in the municipalities in which the utility facility to be constructed will be located. NV Energy will request a permit to construct e two 345 kV generation tie (gen-tie) transmission lines and five 34.5 kV collector lines. The gen-tie lines would cross over the corners of Bureau of Land Management administered lands, while the collector lines would be buried beneath those corners. The project would allow NV Energy to connect the proposed Sierra Solar Facility, sited on private land, to a switching station. The project is located Churchill County, Nevada.
The contents of the UEPA Application will include, among other things:
a) A description of the proposed facilities requiring a permit to
construct from the PUCN and its location, including a description
of any associated equipment and diagrams of the location and
layout of the proposed utility facility;
b) An environmental statement that describes the environmental
characteristics of the project area, the potential environmental
impacts from the construction and specific mitigation measures to
be implemented to reduce those impacts;
c) A list of federal, state, regional and local agencies whose
approval may be required for the proposed utility facility; and
d) An explanation of the extent to which the proposed utility facility is
needed to ensure reliable service to electric customers within this
state.
The UEPA application will be filed under and governed by the provisions of the UEPA. Protests and written comments about the granting of the UEPA application must be filed with the PUCN as provided by law.
