Transportation commission may ask supervisors for road funds

Members of the Carson City Regional Transportation Commission will consider making a recommendation to the Board of Supervisors concerning American Rescue Plan Act (ARPA) dollars for road projects.

The RTC convenes Wednesday in the community center boardroom immediately after adjournment of the Carson Area Metropolitan Planning Organization that meets at 4:30 p.m.

“The board is expected to make unexpended ARPA funds available at its Dec. 19 meeting,” according to the agenda. “Those funds can be used for local road improvements but must be obligated before Dec. 31.”

Transportation staff is asking the RTC to request from supervisors $256,837.20 in ARPA funds for the ARPA Districts 2 and 4A Project and up to $200,000 in ARPA funds for “two new, relatively small pavement preservation projects proposed on Hillview Drive and Lepire Drive.”

According to presentation materials for Wednesday’s meeting, “The Board of Supervisors originally approved $2.5 million for projects, and RTC directed staff to pursue the projects in July 2022, one in each performance district.”

The city rotates road projects between five performance districts. Staff is also asking the RTC to revise the scope and funding for the remaining ARPA projects but also the West Carson Vulnerable User Pedestrian Safety Improvement Project, the District 2 Little Lane Rehabilitation Project, the District 4 Curry Street Complete Street Project, and the District 3 5th Street Roundabout Reconstruction Project.

“Each of the existing projects are in various stages of design,” according to the agenda. “The proposed modifications for existing projects include allocating additional STBG (Surface Transportation Block Grant) funding that is available to Carson City from the Carson Area Metropolitan Planning Organization, ARPA funding that the Board may make available, and funds generated from the Waste Management franchise agreement.”

The new Hillview Drive project would include road preservation between Clearview Drive and Appion Way. Patching a portion of Lepire Drive, east of Fairview Drive, would be the second new project if more ARPA funding were awarded, according to presentation materials for the meeting.

“This (Lepire) is one of the worst areas of pavement in the city,” according to the materials. “Total cost for the two projects cannot exceed $200,000, or $100,000 each.”

Related, after the ARPA item, RTC members will consider an approximately $1.1 million contract (including alternative bids contingent on funding) with Intermountain Slurry Seal Inc. for the ARPA Districts 2 and 4A Pavement Preservation Project.

“This contract is for all labor, materials, tools, and equipment necessary for project improvements, which include pavement patching, large crack repairs, restriping, traffic sign installation, and slurry seal on multiple local roads in Performance Districts 2 and 4,” according to the agenda. “The bid included a base bid and three alternative bids. The base bid is for Table Rock Drive, Longridge Drive, New Ridge Drive, Stafford Way, Travis Drive, Baker Drive, Rasner Court, and Wilson Court, with a cost of $607,987.

“The three bid alternatives include Greenbriar Drive, Ashford Drive, Briarwood Drive, Tuscarora Way, Kerinne Circle, Lander Drive, and Pioche Street. The total bid including all three bid alternatives is $963,469. The not to exceed amount of $1,107,990 includes the total bid amount of $963,469 plus a 15% contingency amount of $144,521. The funding to award the bid alternatives is subject to the Board approving additional American Rescue Plan Act funds for the project at their Dec. 19 meeting.”

The RTC will also review a roughly $1.8 million contract with F.W. Carson Inc. for the District 3 Menlo Drive ARPA Improvement Project

“This contract is for all labor, materials, tools, and equipment necessary for project improvements, which include waterline, sewer, American with Disability Act (ADA) pedestrian ramps, sidewalk, bus stop, fire hydrant, pavement rehabilitation, pavement patch, and pavement markings on Menlo Drive between N. Lompa Lane and Airport Road,” reads the agenda.
