Carson City supervisors to consider new year appointments

At their first meeting of the new year, the Carson City Board of Supervisors will consider various appointments including three members to the Open Space Advisory Committee.

The meeting starts at 8:30 a.m. Thursday in the community center board room, 851 E. William St.

OSAC reports to the Board of Supervisors and is responsible for developing, overseeing and supporting “the Open Space Program by working in concert with staff and the public to acquire, interpret, preserve, and enhance natural landscape, agriculture and cultural resources while balancing the needs of the public's opportunities for passive recreation,” according to the city’s website.

Seven members on the board serve staggered four-year terms. Each potential appointment is for a full term ending January 2029.

“There are three vacancies due to expiration of terms. A reappointment request was submitted by Mark Kimbrough. New applications were received from Charles Noury and Keith Shaffer,” the agenda states.

Kimbrough has over 50 years of experience in outdoor recreation including with Washoe County Parks, Nevada State Parks and as executive director of the Tahoe Rim Trail Association.

“I have been very involved with the Open Space program since its inception,” Kimbrough wrote in his application, adding he was one of the advocates “who helped get the Open Space tax proposal voted by the taxpayers.”

Noury is a retired solar energy consultant, according to application materials.

“I am very impressed with Carson City's existing hiking and biking trails, along with the commitment to maintain and expand, and conserve and preserve our open spaces, for all the right reasons,” reads the application.

Shaffer is a senior engineer and project manager for Carson-based Resource Concepts Inc.

“I believe that Carson is unique with its access to the Sierra Front, right from the edge of town (and even recently from downtown). We live in a neighborhood which backs up to the Prison Hill open space area and would like to continue and maintain the good work of vision and improvements that have occurred over the past few years,” according to Shaffer’s application.

Supervisors will also have the task of appointing themselves or their representatives to various boards and commissions including selection of mayor pro tempore (currently Supervisor Stacey Giomi) and appointments to the Regional Transportation Commission, the Audit Committee, the Nevada Association of Counties, the Nevada League of Cities Board of Directors, the Carson Water Subconservancy District, Nevada Works, the Airport Authority, the Debt Management Commission, the V&T Railway Commission, the Tahoe Regional Planning Agency, the Nevada Tahoe Conservation District and the TRPA Advisory Planning Commission.

“Each January, appointments are made for the upcoming calendar year,” reads the agenda. “The terms of Shelly Aldean, Kevin Hill and Doug Martin have expired on the TRPA, APC and NTCD, respectively. All are seeking reappointment to their positions.”

In other action, supervisors will convene as the Redevelopment Authority and select chair and vice chair of the authority for the year.
