NAVAL AIR STATION FALLON NEVADA
FIVE-YEAR REVIEW
Naval Facilities Engineering Systems Command Southwest is currently conducting the Comprehensive Environmental Response and Liability Act (CERCLA) Five-Year Review at Naval Air Station (NAS) Fallon. NAS Fallon is an operational naval facility approximately 6 miles southeast of the City of Fallon, Nevada. The purpose of the Five-Year Review is to evaluate whether remedies implemented in accordance with final Decision Documents remain protective of human health and the environment since the last Five-Year Review (September 2019) or approval of applicable Decision Documents. The review is for remedies at sites where unrestricted reuse is prohibited. The selected cleanup remedies evaluated in this review are as follows:
The Landfill Operable Unit (LFOU) includes Installation Restoration Program (IRP) Sites 20 (Checkerboard Landfill), 21 (Receiver Site Landfill), and 22 (Northeast Runway Landfill). The remedies include institutional controls (ICs) to limit exposure to landfill materials and inspections and maintenance of the landfill soil covers and surface drainages in accordance with the land use control (LUC) remedial design (LUC RD) report.
The Northern Operable Unit (NOU) includes IRP Sites 2 (New Fuel Farm), 3 (Hangar 1 Area), and 4 (Transportation Yard). The selected remedy includes removal of fuel product from groundwater, ICs to prevent exposure to residual free product, long-term monitoring of IRP Site 3, and ICs on all three sites to prohibit domestic groundwater use and construction of residential buildings.
The Southern Operable Unit (SOU) includes IRP Sites 1 (Crash Crew Training Area), 14 (Old Vehicle Maintenance Shop) and 16 (Old Fuel Farm). The selected remedy includes excavation and offsite disposal of soil, soil and groundwater ICs, and groundwater treatment through in-situ chemical oxidation followed by monitored natural attenuation.
The IRP Site 5 (former soil and metals waste disposal areas) remedy includes LUCs in the form of ICs and engineering controls to prevent unauthorized soil disturbance and unauthorized access, development, or residential use.
The IRP Site 18 (Southeast Runway Landfill) remedy includes ICs and engineering controls to limit exposure to landfill materials, limited groundwater monitoring, and inspections and maintenance of the landfill soil covers in accordance with the LUC RD and Long-term Monitoring Plan.
The Navy plans to issue a draft Five-Year Review Report of findings to the State of Nevada Division of Environmental Protection for review in Spring 2024. The final report will be issued in September 2024. The Navy will issue a public notice announcing completion of the Five-Year Review Report.
