Notice of Availability of the Draft Environmental Assessment 

Marlette Lake Dam Resilient Infrastructure Project 

PDMC-PJ-09-NV-2018-001 

The Nevada State Public Works Division (SPWD) has applied for funding assistance through the Federal Emergency Management Agency (FEMA) PreDisaster Mitigation Competitive (PDMC) Grant Program to stabilize Marlette Lake Dam in Washoe County, Nevada, to reduce hazards from seismic events. In accordance with the National Environmental Policy Act (NEPA) of 1969, FEMA has prepared a Draft Environmental Assessment (EA) for the proposed project. 

The purpose of the project is to reduce seismic hazards that could affect the critical drinking water infrastructure of Marlette Lake Dam and downstream life, property, and infrastructure. The Marlette Lake Dam is in an area of high seismic hazard. The proposed action would stabilize Marlette Lake Dam by enlarging the downstream embankment with fill, replace the existing corroded and leaking outlet works, and raise the crest of the dam to address freeboard deficiencies. The proposed action would also replace the aging spillway, which is currently undersized and open to snow and debris that could restrict emergency flows, with a covered concrete box culvert. The alternatives evaluated in the draft EA include the no action alternative and the proposed action. 

The Draft EA has been prepared in accordance with all requirements of NEPA, the National Historic Preservation Act (NHPA), Executive Order 11988 (“Floodplain Management”), Executive Order 11990 (“Protection of Wetlands”), and the implementing regulations of FEMA, for the purpose of assessing the potential impacts of the proposed action on the human and natural environment. The Draft EA summarizes the purpose and need for the project, the affected environment, and potential environmental consequences of the proposed activities. It is available for review and comment and can be viewed or downloaded from FEMA’s website at https://www.fema.gov/emergency-managers/practitioners/environmental-historic/nepa-repository. SPWD will make the draft EA available on its website at: https://publicworks.nv.gov/Documents/SPWD_Documents/. Printed copies also are available for review at the State Public Works Office Reception Lobby, 680 W. Nye Lane, Suite 103, Carson City, Nevada. 

The comment period will conclude 30 days after the initial publication of this Public Notice. Written comments on the Draft EA can be mailed or emailed to the contact listed below. If emailing, please include “Marlette Dam” in your subject line. If no substantive comments are received, the Draft EA and associated Finding of No Significant Impact (FONSI) will become final. Substantive comments received will be addressed as appropriate in a Final EA.
