Before reviewing and adopting the fiscal year 2025 final budget Friday, the Carson City Board of Supervisors will consider proposed pay increases for classified and unclassified city employees.
The increases, however, were already built into the tentative budget approved in April, the City Manager’s Office told the Appeal. The final budget includes $2.4 million in supplemental requests also approved by supervisors in April, a $9.3 million capital improvement plan and about a $128.5 million general fund budget.
The budget meeting starts at 8 a.m. Friday in the community center, 851 E. William St.
Supervisors will first discuss and possibly take action on a proposed memorandum of understanding between the city and Carson City Employees Association (CCEA) “to add a new provision under Article 14.1 of the current collective bargaining agreement (CBA) between Carson City and CCEA that would increase salary ranges for all classified employees covered by the CBA and provide to those employees a one-time pay increase of 5% or placement into the bottom of the adjusted salary range, whichever is greater,” according to the agenda.
The proposal stems from a recent compensation study, “the results of which indicate that existing salary ranges for classified employees covered by the CCEA CBA are generally below market averages,” according to the agenda.
A fiscal impact statement on the proposal for classified employees states: “For FY 2025, CCEA salaries and benefits are expected to increase by approximately $1,895,000. These increases have been built into the city's final FY 2025 budget.”
The proposal would be effective through June 30, 2026.
Following action on classified employees, supervisors will consider a resolution for unclassified employees that would “(1) establish new pay ranges for all unclassified job positions, other than certain unclassified positions in the Office of the District Attorney and the Office of the Public Defender; (2) establish a one-time 5% salary increase on May 31, 2024, or placement into the bottom of the adjusted pay range, whichever is greater, for employees in positions with new pay ranges; (3) specify continuation of the existing 2% cost-of-living increase on July 1, 2024, and on each July 1 thereafter; (4) specify the percentage of employees’ insurance premiums that are paid by the city; (5) include Juneteenth (June 19) as a legal holiday as recently recognized by the state of Nevada; and (6) exempt certain other unclassified employees from the salary provisions of the resolution,” according to the agenda.
“The Board of Supervisors (board) last revised the compensation and benefits plan for unclassified employees (employees who are exempted from overtime provisions under the federal Fair Labor Standards Act) on December 2, 2021, with the adoption of Resolution 2021-R-37,” reads the agenda.
The unclassified employee proposal, as presented in the agenda, also points to the compensation study and current pay ranges “below market averages.” According to a fiscal impact statement, for fiscal year 2025, “unclassified salaries and benefits are expected to increase by approximately $992,150. These increases have been built into the city's final FY 2025 budget.”
