BEFORE THE PUBLIC UTILITIES COMMISSION OF NEVADA

NOTICE OF CONSUMER SESSION

On March 1, 2024, Nevada Power Company d/b/a NV Energy (“NPC”) and Sierra Pacific Power

Company d/b/a NV Energy (“SPPC”) (collectively, “NV Energy”) filed with the Public Utilities Commission

of Nevada (“Commission”) a joint application, designated as Docket No. 24-03006 (“Joint Application”),

for approval of the cost recovery of the regulatory assets relating to the development and implementation

of their 2023 Joint Natural Disaster Protection Plan (“NDPP”).

NV Energy filed the Joint Application pursuant to the Nevada Revised Statutes (“NRS”) and the

Nevada Administrative Code (“NAC”) Chapters 703, and 704, including, but not limited to, NRS 704.061

to 704.068, 704.100, and 704.7983, NAC 703.115, 703.375 to 703.410, 703.530 to 703.577, 703.710,

and 703.715, and the regulations approved by the Commission in Docket No. 19-06009 and filed with

the Secretary of State by the Legislative Counsel Bureau on February 27, 2020, in LCB File No. R085-

19. Pursuant to NRS 703.196 and NAC 703.5274(2), NV Energy requests confidential treatment of

information submitted under seal with the Joint Application.

In its Joint Application, NV Energy is seeking Commission approval of the cost recovery for the

implementation of the NDPP for 2023, recovery of costs deferred in the Commission’s October 19, 2023,

Modified Final Order in Docket No. 23-03004, and the authority to reset the NDPP rate. NV Energy also

seeks approval to continue the cost allocation methodology approved in Docket No. 23-03004, whereby

the allocation of NV Energy’s capital investments are recovered from the service territory in which the

capital investment is made, and the operations, maintenance, administrative, and general expenses

costs are allocated to all NV Energy ratepayers.

NV Energy states that it created regulatory asset accounts as applicable for the 2023 NDPP expenditures.

For the 2023 NDPP cost recovery, the collective balance NV Energy is seeking recovery of is

$68,396,667, which includes the amounts in the regulatory asset, return on capital investments applicable

carrying charges, as well as the costs from 2022 that were deferred for recovery in the Commission’s

October 19, 2023, Modified Final Order in Docket No. 23-03004.

In this docket NV Energy is proposing to establish the following NDPP charge for all of NV Energy’s

customers:

NOTICE IS HEREBY GIVEN that the Commission has scheduled a CONSUMER SESSION in

Members of the public and interested persons may appear in-person and be heard regarding the

above-captioned matter and the effect this matter may have on their utility service. A representative

from the Regulatory Operations Staff of the Commission, the Nevada Bureau of Consumer Protection,

and NV Energy will be present at the consumer session to answer questions. Public comments

may be limited to five minutes per person. The Commission will endeavor to make reasonable

accommodations for members of the public who are disabled and wish to attend the consumer session.

If special arrangements for the consumer session are necessary, please notify the Commission
