Walker River Paiute Tribe – Little League Baseball Field

Open: November 7th, 2024 – November 29th, 2024

OPENING STATEMENT:

The Walker River Paiute Tribe of Schurz, Nevada is seeking a

contractor to construct a standard size Little League Field. There are

children that participate in leagues from t-ball to major little league.

The Tribe currently does not have a local ball field for practice or play.

This project will construct facilities that will encourage our community

members to get outdoors and participate in healthy activities.

BACKGROUND AND REQUIREMENTS:

#1 - Little League Field: Work will include land leveling, fencing (all

around the field & backstop), installation of artificial turf (in-field and

out-field), safe rail on outfield fence, covered dugouts with benches and

areas for pitchers to warm up. The field should be the size of a standard

little league field with a 200’ outfield fence and 60’ basepaths; all other

measurements should be standard for little league baseball. The field

should mark necessary areas for T-ball.

Include costs for bleachers and a combination concession stand/supply

storage building with a cement floor. Costs for the concession stand

should include water and electrical hookups. The cost for a scoreboard

should also be included.

PERIOD OF PERFORMANCE AND FUNDS AVAILABILITY:

Once a contractor is selected and a contract is approved by the Tribal

Council, the Contractor will have 90 days to complete the project. The

funds for this project are from the Governor’s Recovery Fund – Nevada

Indian Commission’s Tribal ARPA Subgrant and the Indian Housing

Block Grant-Community Park Activities.

SCOPE OF WORK AND MILESTONES:

The contractor will work with the Tribe’s Project Manager to ensure that

costs are being followed, work is progressing according to the approved

timeframe and other Tribal employees/representatives that are involved,

when necessary, i.e., land, water hook-up, etc.

RFP Requirements: Information included in proposals must include:

A. Statement of similar work done within the past 10 years; provide

examples, projects and companies/tribes that you have worked for.

B. Resumes of core team members of construction company who will

work on this project; resumes must note education/training and

experience of work on similar projects.

C. Calendar of proposed work phases.

D. Tribal or other minority preference must be requested; information

must be provided to prove such preference, ie. Tribal, women owned,

Veterans, etc.

E. Budget should be broken down into specific items, i.e., land leveling,

fencing, turf, etc.

F. Performance Security – Performance and Payment Bonds; the Tribe

shall require performance and payment bonds for construction that

exceeds $100,000.00.

Budget: The budget should include costs for the following and in the

specific order:

1. Land Leveling

2. Fencing

3. Covered Dugouts

4. Outfield Turf and Installation

5. Building – Combined Concession/Maintenance Room

6. Electrical Hookup to Building

7. Water Hookup to Building

8. Bleachers/Benches – 4 High, 6 High or 8 High

9. Scoreboard

Contractors can submit one proposal and budgets for each of the listed

items 1 through 9. The cost proposal must include payment of the

Tribe’s sales and use taxes, and TERO fee. All materials must be

delivered to the Reservation so ownership is transferred on the

Reservation so that the Tribe’s sales and use tax will apply. The Tribal

Employment Rights Ordinance (“TERO”) requires a 3% fee to be paid

to the TERO Department on construction projects over $25,000 or

more. Note the Davis-Bacon Act does not apply to this project.

DEADLINE FOR QUESTIONS: All questions on this RFP must

be submitted in writing via email to Lisa Valdes, Finance Director,

lvaldes@wrpt.org by November 21st, 2024, at 5:00 pm PST. Answers

will be made via email no later than November 25th, 2024. Contractors

can visit the site by contacting Lisa Valdes- Finance Director, to make

arrangements.

DEADLINE AND SUBMITTAL REQUIREMENTS: Proposals must

be submitted via email or physically delivered by Tuesday, November

26th, 2024, at 4:00 pm PST. Must be emailed to: lvaldes@wrpt.org or

dropped off at the Tribal Administration building, 1022 Hospital Road,

Schurz, Nevada, by that time.

EVALUATION FACTORS: Proposals will be evaluated on work

experience, reasonable budget, minority preference, past experience

working on similar projects and knowledge of construction. The

construction company(s) selected will enter into a contract with the

Tribe, noting the agreed upon contract amount, scope of work and

any other specific requirements such as applicable Tribal and Federal

laws governing projects funded with Federal funds. The contract will

be awarded to the lowest and most responsible party or proposer as

determined by the Tribe.

A decision will be made by the Tribal Council at a meeting held on

December 12, 2024, via a Tribal Council Resolution.

Tribal Statement:

The Walker River Paiute Tribe reserves the right to reject any and

all proposals.
