Planning commissioners to discuss adoption of Title 18 updates Tuesday

Because of the Thanksgiving holiday, Carson City planning commissioners will be meeting earlier in the month at 5 p.m. Tuesday in the community center boardroom, 851 E. William St.

Commissioners will review the Board of Supervisors’ Nov. 7 adoption of Title 18 updates the board and planning commissioners worked on for years with Community Development and the District Attorney’s Office. The update saw two ordinances passed, one on Title 18 dealing with zoning and the second for the Title 18 appendix containing the city’s development standards.

“During this agenda item, the commission will review those items that it recommended but were not included in the adopted ordinances,” reads the agenda. “The commission may also discuss other potential amendments to Title 18 and Title 18 Appendix to determine if it would like to request pursuit of such amendments at a future time.”

According to a staff report, commissioners had recommended allowing duplexes throughout single-family zoning districts, but supervisors kept current code restricting them to corner lots.

For the development standards update, supervisors nixed a recommendation from planning commissioners that developers of accessory dwelling units (ADUs) attest such projects do not conflict with private CC&Rs.

“The board also removed language requiring that the owner of record reside on the property when there is an accessory dwelling unit,” reads the staff report.

Furthermore, according to the report, “The board voted to allow metal storage containers (Conex boxes) on residential lots that are at least .5 acres provided it does not encroach into any setbacks and is painted to blend with the primary structure or painted an earthtone color.”

In other action:

• Commissioners will consider a special use permit request for a tattoo parlor on retail commercial property at 184 W. Winnie Lane.

“Brooke Lee and Lacy Taylor (applicant) are proposing to establish a tattoo parlor within an existing tenant space,” according to the agenda. “A SUP is required.”

• Commissioners will consider a special use permit for a snow removal equipment storage facility on public regional land located at 3420 College Parkway.

“A SUP for this project was previously approved, however the SUP expired on May 31, 2024,” according to the agenda. “The Carson City Airport (applicant) is in the process of moving forward with this project and is proposing the construction of a 40-foot by 80-foot snow removal equipment storage building.”
