Commissioners approve Justice Court software, standby pay

Churchill County Commissioners discussed and/or took action on the following agenda items on Nov. 7 at their regular meeting:

● Approved $21,086 in funding to buy equipment and an annual license fee of $768.90 to implement Zoom software and replace JAVS as a method of recording in the Justice Court. Justice of the Peace Ben Trotter said the current JAVS system costs about $10,000 in annual maintenance and has been unreliable. He also said the technical support team comes out of Carson City and can take a day or two to fix the issues.

● Approved standby pay for a rotating Justice Court Clerk shift on weekends so the court can move to a four days per week, 10-hours per day schedule while still completing any mandatory weekend trials. Trotter said the court would also continue to be open during a normal lunch hour which allows citizens to access the court during that time and before and after the average 8 a.m.- 5 p.m. work schedule.

● After a second reading of the proposed changes during the public hearing, commissioners approved an increase to the regulated local tariff number 50 related to service charges for CC Communications. Jim Stilwell, senior revenue analyst for CC Communications, said the service charge and labor rate changes will increase the construction/installation rate, the PBX service rate and the combo tech rate from $85 per hour to $130. The engineering/inspection rate will also increase from $100 per hour to $150.

● Approved to bring back the county manager executive assistant position as part of the pay tables for FY 2024-25, presented by Chris Spross, assistant county manager and human resources director.

● Approved $593,108.20 to renew retroactively the interlocal agreement between Churchill and Lyon counties for detention services for Lyon County juveniles. The agreement was reviewed by Jeff Weed, deputy district attorney, for any possible changes, since it was previously approved in 2015 and both counties have appointed a new police chief and new commissioners since then. Going forward, the agreement will automatically renew on an annual basis.

● Appointed Neil Olsen as the designee to conduct the annual meeting and election of supervisors for the Lahontan and Stillwater Conservation districts.

● Approved to ratify one-third of a $50,000 purchase, or $16,666.67, for two sets of previously used mobile bleachers from American Grandstands to share with the city of Fallon and Churchill County School District. County Manager Jim Barbee said that brand new the seating would cost $75,000 each so he thought it was an excellent deal. The 160-seat bleachers, which are transported on custom built trailers and set up with electric hydraulics, will bring additional seating to the Rafter 3C Arena when used by the County.

● Barbee extended his thanks to the Clerk- Treasurer’s Office on the “tremendous job” done during the election process saying, “they make our community proud.”
