Commissioners OK juvenile outreach position

Churchill County commissioners approved Oct. 16 the job description, pay scale and immediate recruitment for a juvenile outreach specialist.

Falling under the Churchill County Juvenile Probation Office, the intention is for the county to better serve the needs of at-risk youth by providing support services through early intervention and counseling. County Manager Jim Barbee said the position was created in response to an existing “emergency situation” with the afterschool interactions of the Churchill County Middle School students at Churchill County Library.

The proposed solution, a replication of a program that has shown success in Carson City, followed discussions with numerous representatives including Barbee, the library’s Interim Director Carol Lloyd, Juvenile Probation Chief Motulalo Otuafi, Churchill County School District Superintendent Derild Parsons, Fallon Mayor Ken Tedford, the Fallon Police Department and Commissioner Myles Getto.

CCSD has agreed to pay 50% of the salary for this position and will also grant access to school records.

Commissioners also discussed and/or took action on the following agenda items:

• Approved to adopt an amendment adding additional defendants names to the One Nevada agreement on allocation of opioid recoveries.

• Approved the appointment of Barbee to the Central Nevada Health District Board of Health as a Churchill County representative to fill Pete Olsen's remaining unexpired two-year term.

• Heard the first reading of four proposed CC Communications service charge labor rate changes to local regulated tariff number 50. Senior revenue analyst Jim Stilwell said the Construction/Installation, Combo Tech and PBX rates would increase from $85 per hour to $130, while the Engineering/Inspection rate will increase from $100 an hour to $150. A public hearing is set for Nov. 7 at 8:15 a.m.

• Heard an update of current activities, plans and actions related to the Bureau of Land Management's Carson City District presented by Acting Stillwater Field Manager Shedra Rakestraw.

• Approved to revoke official oaths and appointments that have expired or are no longer relevant.

• Heard an update from Deputy Clerk of the Board Pamela Moore on the beginning of general election voting. Moore said that mailed ballots are arriving in her office on a regular basis. Early in-person voting has started and will continue until Nov. 1 at 6 p.m.
