From the Carson City Senior Center:
Due to the weather and out of an abundance of caution for our Meals on Wheels drivers, staff, volunteers and seniors in the community, the Senior Center will be closed and Meals on Wheels will not be delivering Thursday. For our Meals on Wheels clients, please eat the frozen meal delivered this week.
"We expect to resume normal delivery tomorrow. Our in-house dining, activities and meetings are also canceled today," a press release said.
From Carson City School District:
Update at 6:45 a.m. Due to weather-related conditions, all schools in the Carson City School District will be closed for the entire day Thursday.
All employees and students should remain home. No student activities, afterschool programs or practices will occur, including remote instruction. No school services such as transportation, nutrition or student health will be provided.
From Governor's Office:
The Nevada Department of Transportation (NDOT) and Department of Public Safety (DPS) are reporting icy roads and potentially dangerous driving conditions in Washoe, Carson, Douglas, Storey, Lyon counties this morning. As such, Gov. Lombardo has ordered a 2-hour delay for all state executive branch government offices (other than essential public safety and corrections personnel) in these counties this morning. State government offices in these areas are to open at 10 a.m. today.
"The safety and well-being of the state’s employees are of the utmost concern to the governor, and he urges them to drive carefully," a press release said.
Washoe County schools also are on a two-hour delay.
Other school closures for Thursday:

• Douglas County schools
• Washoe County schools are on a two-hour delay.
Western Nevada College:
Western Nevada College officials have decided to close the Carson City campus and the Child Development Center on Thursday, Feb. 13, because of hazardous weather conditions.
The college, however, is conducting business remotely.

From the University of Nevada, Reno:
Following an assessment of the weather and road conditions around the University of Nevada, Reno campus, a decision has been made to delay the start of nonessential campus operations (campus operations refers to any work performed at the main University campus, office, property, field work or sponsored events in Reno) until 10 a.m. today.
Web classes and remote operations will continue as scheduled. All in-person classes before 10 a.m. are canceled.
The Redfield campus, Building A at 18600 Wedge Pkwy., is also on a delay and will open at 10 a.m. The University of Nevada, Reno at Lake Tahoe’s Wayne L. Prim Campus has suspended in-person classes and nonessential operations today.

The National Weather Service (weather.gov) forecasts heavy snow with accumulation up to 5 inches below 5,500 feet in elevation, and up to 1 foot above 5,500 feet.
“Periods of moderate to heavy snowfall are most likely early Thursday morning with rain mixing with snow on the valley floors Thursday afternoon,” the NWS said.
A mix of rain and snow is forecast for Friday and rain is possible each day through Monday, according to the NWS.
