Cathleen Allison/Nevada AppealGina Jones plays with her dog, Lucy, at her home in the Downtowner Motor Inn on Thursday night. Jones, who is on disability, says she makes just enough to stay in the hotel, but not enough to afford utilities and down payment costs that go along with an apartment.
