The U.S. Fish and Wildlife Service has agreed to decide by April 4 whether a rare toad warrants endangered species protection.
The plant is opposed by a tribe and conservationists who say the site is sacred and home to a rare toad.
Opponents say the project will destroy a sacred hot springs and could push a rare toad to the brink of extinction.
