 LETTER OF PROMULGATION 

To the Citizens of Churchill County, 

Hazardous materials, when properly controlled, are important to everyday life. Uncontrolled, they may cause injury, death, destruction, and lingering effects that can last for many years. A continuing effort is being made to identify, locate, quantify, contain, and mitigate the risks associated with hazardous materials used, stored, and transported in Churchill County. 

Emergency planning for hazardous material releases cannot be solved successfully by one organization or group but must be accomplished through the cooperative efforts of city, local, state, and federal authorities working in concert with the private sector. 

Title III of the Superfund Amendments and Reauthorization Act of 1986 (Public Law 99-499) mandates that each local jurisdiction develop a plan for the emergency response to accidental releases of hazardous materials. 

The local planning effort, under the guidance of the State Emergency Response Commission, is set forth in this Churchill County, “HAZARDOUS MATERIALS EMERGENCY RESPONSE PLAN”. The plan includes a study of potential problems, lists the resources available to resolve problems, and the emergency procedures to be followed in case of a hazardous material release. 

This plan documents a coordinated starting point for preparedness and response efforts. All emergency response agencies need to become familiar with its contents, train their personnel to meet the situations and develop agency specific plans to supplement and amplify the local jurisdiction plan. 

This plan is reviewed, and training on its content is conducted annually. Your Churchill County Local Emergency Planning Committee (LEPC) ensures that lessons learned from training exercises, actual incidents and drills are incorporated in the response manual each year and certifies this effort to the State. The emergency response manual is a living document that is reviewed and revised at these regular intervals to ensure the safety and protection of our citizens and their property.
