New DRAC boundaries unveiled

The district boundaries for next year's five-member Dayton Regional Advisory Council were accepted at the final meeting of the formerly seven-member board.

The five districts were drawn based on election precincts, said Lyon County District Attorney Leon Aberasturi, who with county boards liaison Maureen Williss, unveiled the plan Wednesday.

The seven-member DRAC board is to be dissolved and replaced with a five-member board, after a 5-0 vote by the Lyon County Commission in September. No current board member will be considered for the new DRAC board.

Aberasturi said they took into account some Dayton residents' request to base districts on the assessor's records such as lot size and home values, but they didn't find it usable.

"We kept on coming back to the election precincts as a more reliable in trying to get population estimates," he said.

• District I begins east of the State Route 341 intersection with Highway 50, runs north of Highway 50, and stretches to Yellowjacket Road in Mark Twain.

• District II is bordered by Yellowjacket road on the east and Stagecoach on the west, and is north of Highway 50.

• District III comprises Old Town Dayton and then stretches east south of Highway 50 and north of the Carson River to Stagecoach.

• District IV includes the area south of the river bordered by Dayton Valley Road and Bullion Road.

• District V includes the area south of Dayton Valley Road.

As of Thursday, 12 Dayton residents have applied to sit on the new advisory council.

At the final meeting Wednesday, DRAC Chairman Richard Foley encouraged the new members to follow in the footsteps of their predecessors.

"This board has done a lot of good," he said, crediting past DRAC boards with pushing impact fees the county has since adopted and opposing developments he called "ill-considered or that had problems."

He denied the board had been cliquish in the past and accused the commissioners, in particular Bob Milz, of maligning board members.

"We've been called anti-growth zealots," he said. "It has been an adversarial relationship. But the squeaky-wheel syndrome is what works."

These 12 Dayton residents have applied to serve on the Dayton Regional Advisory Council. Five members will be chose by the Lyon County Commission in January.
