Gibbons appoints members of Transportation Services Authority

Gov. Jim Gibbons has named Andrew Mackay chairman of the Transportation Services Authority and appointed Lesley Miller of Las Vegas to the board.

Mackay was a member of the board. He will take the post vacated by the resignation of Kimberly Maxson-Rushton. Mackay was a member of Gibbons' congressional staff in Washington, D.C., in 1997 and 1999.

Miller, the wife of Secretary of State Ross Miller, is a lawyer.

The appointments come even as the Legislature has served notice it intends to consider a bill that would abolish the TSA and transfer its responsibilities back to the Public Utilities Commission.

Legislation to do that passed in the 2005 session, but it was vetoed by Gov. Kenny Guinn because of provisions added to it at the last minute that barred cab drivers from accepting tips from businesses such as nightclubs for steering customers to them.
