Biden said he 'underestimated incompetence of this administration'

Delaware Sen. Joe Biden said the Bush administration won confidence of Congress because it appeared to be handling the situation well when the U.S. first went into Afghanistan.

"We assumed they'd act equally responsibly," he said.

"I vastly underestimated the incompetence of this administration."

He said the key to resolving the Iraq war is to bring in all the players in the region including Egypt, India, Saudi Arabia and Jordan. He said the answer to the fighting within Iraq is to decentralize power in a federal system that allows the Shiites, Sunnis and Kurds to have more local control.

"We've got to give these people control over a piece of their lives," he said adding that, if done right, the U.S. can be out of Iraq in 2008.

"If we do it right we'll regain the flexibility, the credibility. If we don't get it right, we're going to be shackled in every way for a long time."
