Supervisors to consider supporting ice rink

The Carson City Board of Supervisors will consider when it meets Thursday spending $192,730 from the general fund to support the Arlington Square Ice Rink for the 2010-11 season.

Parks and Recreation Department staff estimate the rink will bring in $86,475 for the winter season, so the subsidy would be $106,255.

The rink is slated to operate Nov. 24 through Jan. 22 in the Nugget's Arlington Square parking lot on Carson and Robinson streets.

The city paid $127,000 to subsidize the rink last year.

Other items to be considered for action or discussion on Thursday's agenda include:

• Under consent items, renaming of Lupin Road to Clear Creek Avenue to clarify confusing directions to places on Clear Creek Avenue. Lupin Road is presently directly across Highway 395 from Old Clear Creek Road and it connects to Clear Creek Avenue on the other side.

• Presenting a proclamation for Domestic Violence Awareness Month in October.

• Hearing a presentation from the Carson City School District about the rollover bonds to be included on the Nov. 2 ballot.

• Approving the appointment of Ryan Russell to the panel of pro tem judges for the Carson City Justice & Municipal Court.

• Hearing a presentation and update on the Historic Preservation Fund grant and other matters pertaining to the Historic Resources Commission.

• Augmenting the Carson City fiscal year 2010-11 budget by $435,060 to appropriate unanticipated sources of revenue.

• Hearing a presentation of the city's 2009-10 year-end and unaudited financial information, and general fund projections for fiscal year 2011-13.

• Review of the Carson City Operations Scorecard concerning recommendations recently offered by the Nevada Taxpayers Association having to do with local government fiscal policy.

• Ratifying the city manager's payment to P3 in the amount of $86,691 for the period of Aug. 1 through Sept. 5.

• Changing the meeting date for the second regularly scheduled board of supervisors meeting in November because of a conflict with the Nevada Association of Counties meeting. If the board determines there will not be a quorum, they may choose to reschedule.

• Adopting the 2010-15 Collective Bargaining Agreement between Carson City and the Carson City Supervisory Association on behalf of the Carson City Sheriff's Lieutenants/Captains.

The Carson City Parks and Recreation Commission will hold a public hearing Tuesday to discuss Lakeview Park's Trailhead Parking Conceptual Plan. The plan was developed by the Parks and Recreation Department, and the hearing will give the public an opportunity to ask questions and provide comments.

The commission's agenda also includes:

• A staff update on the opening day of the urban fishing pond.

• Information on the urban fishing pond dedication ceremony and Kids Fishing Day Oct. 23.

• Discussion on the installation of four Clear Creek Watershed Council environmental interpretive signs at Fuji Park

• Presentation of the Carson City Chamber of Commerce's promotional video.

• A recommendation to the board of supervisors of a name for the urban fishing pond.

• Presentation of the Foundation for the Betterment of Parks and Recreation awards.

• Discussion of the Carson City Health and Human Services Department's recent "Smoke Free Parks and Events Survey."

• Discussion of the Carson City Convention & Visitor's Bureau's lodging tax increase.
