Ian Mindling believes it's time for a change in the Carson City Assessor's Office. He faces Assessor Dave Dawley in the general election on Tuesday.

"I've heard a lot of disgruntlement from people; people are unhappy. There are many ways he's doing the job incorrectly," Mindling said.

"Your property value should be assessed, in part, based on sales in your neighborhood. If one or more of those sales was a foreclosed home, that sale history directly affects your home's value. Your real estate agent, and more importantly, potential buyers, will base your home's value - listing price, offer amounts - on those neighborhood sales, foreclosures and all. I will correctly include, not exclude, foreclosure sales. I will work with people and make accommodations and adjustments whenever possible," he said.

"Personal property issues can be difficult and touchy. As I understand it, this has led the current assessor to stick his head in the sand, avoid the issue and dream up personal property without leaving his desk. I will work fairly and positively with property owners. You will not be taxed for imaginary personal property," he said.

Mindling, 44, says his broad range of management skills and 10 years of real estate experience, as well as an expert knowledge of computers, data management and budgeting qualify him for the job.

For the last decade, Mindling said, he has worked for real estate brokers and agents in Carson City.

"Each office, broker and agent has provided valuable insight and experience," he said.

He said he also has worked extensively with the banks and asset management companies which are selling foreclosures, and has helped licensed brokers and agents focus on what they do best.

In addition, he said, he has visited many homes and properties in Carson City and the surrounding area, taking photos, creating marketing descriptions and getting to know the neighborhoods of the community.

"I plan to get appraisal certification in real property and personal property, and combined with my management experience, I will bring an outside perspective to the job," Mindling said.
