The Churchill County Commissioners met Thursday at their first meeting of July and approved the transfer of Western Nevada College money for parking lot improvements.

The county owns the property on which WNC sits, while the state owns the buildings.

Jorge Guerrero, director of Facilities, asked approval from the commissioners to receive funds from WNC for improvements for the parking lot. He said this issue arose last year to the commissioners but scheduling didn’t work out.

“WNC found some funds and are able to help out with the project, and they would like to transfer those to us,” Guerrero said.

County Manager Eleanor Lockwood said when the proposal faced the commissioners last year, the project was approved for up to $25,000.

Guerrero said he is unsure how much the project will cost, but Churchill County will dedicate no more than $25,000.

“We’re still trying to decide that and figure out what we’re going to do,” Guerrero said. “Right now we’ve talked about doing a type two slurry seal with a crack seal and also painting the parking area and curbing. With the scope of the work we’re probably going to need spec sheets and engineering, so I think we’re going to end up using all of the $85,000 but keep it under $100,000.”

Guerrero said he plans on researching different techniques on how to fix the parking lot to ensure he maximizes the dollars needed for the project.

Other items discussed and approved by the commissioners included the following:

Discussed the Nevada Association of Counties on the Nevada Land Management Task Force draft report to the Legislative committee on public lands concerning the congressional transfer of public lands to the state of Nevada.

Approved the county’s debt management plan and provide copies to the Department of Taxation and the local Debt Management Commission as required by statutes.

Approved to set the matter of the application for a franchise agreement by Southwest Gas for public hearing on Aug. 7 and direct the clerk to publish notice for that hearing as required by NRS 709.070.

Approved resolution 15-2014 the certification of the combined tax rate for the levy of taxes began July 1 as certified by the Nevada Tax Commission in accordance with the provisions of Nevada Revised Statutes Chapter 361.460. Furthermore, authorize the clerk/treasure to prepare the fiscal year 2014-15 tax bills.

Approved stated transfers as approved the Regional Transportation Commission.

Approved note to receipt of the Federal Payment in Lieu of Taxes and appointment of the funds are recommended by the comptroller.
