CHURCHILL COUNTY SCHOOL DISTRICT

A Regular Meeting of the Churchill County Board of School Trustees will be held Thursday beginning at 7 p.m. in the Churchill County Administration Office, Old High School, 690 S. Maine St.

Agenda items:

For Discussion and Possible Action: Approve the scope of work for remodeling the existing CCHS music room into theater set construction and storage areas, and construction of a new music room.

For Discussion and Possible Action: Approve the scope of work for construction of a new access to the CCHS student parking lot from Taylor Street.

For Discussion and Possible Action: Approve the scope of work for construction of a new shot-put and discus area at the CCHS athletic field.

For Discussion and Possible Action: Approval to reduce-in-force two positions: the FRIENDS Coordinator position and the FRIENDS Differential Response Advocate position.

For Discussion and Possible Action: Regarding suspending or dissolving the Bond Oversight Committee as they have completed the mission of reviewing the disbursement of bond funds..

For Discussion and Possible Action: Regarding the district’s participation in the State Seal of Biliteracy Program (AB 166).

For Discussion and Possible Action: Discussion regarding providing feedback to the Nevada Association of School Boards (NASB) regarding information NASB provided to the Board regarding legislation.


CHURCHILL COUNTY COMMISSIONERS

Churchill County Commissioners meet at the administration building chambers, 155 N. Taylor St., at 8:15 a.m. on Friday (note day and time change).

Consideration and possible action regarding the following agenda items.

Update of current activities, plans or actions relating to the Carson City District of the Bureau of Land Management.

Public Hearing — Bill 2015-D,

Presentation on the 2015 Fallon Ranch Hand Rodeo

Approval of contract for professional services with Central Nevada GIS and Cartography Services, LLC (CNGIS) to develop an inventory of roads in Churchill County that qualify for an RS 2477 assertion

Acknowledgment of recordaton of a Conservation Easement Deed on property owned by Storm’s Oasis Dairy, LLC at 7770 Flying K Ranch Lane, assessor’s parcel number 006-101-02, and authorization for issuance of TDR Certificates to Churchill County.

Acknowledgment of recordaton of a Conservation Easement Deed on property owned by William D. Washburn and Gwendolyn E. Washburn, Trustees of the Washburn Family Trust dated February 18, 2010, at 834 & 870 Depp Road, Assessor’s Parcel Number 006-851-38, and authorization for issuance of TDR Certificates to Churchill County.

Approval of an Agreement with IQ Technology Solutions, LLC to provide IT managed services to Churchill County.

Implementation of the Classification and Compensation Study for Department Heads as revised, including approval of job descriptions and any changes to compensation as directed by the board.

Review and adoption of a revised Water Resource Protection Policy.

Issuance of Performance Recognition for the Human Resources Director.

Invitation by the Bureau of Reclamation, Lahontan Basin Area Office, to participate as a cooperating agency in preparation of the Truckee Canal Extraordinary Operation and Maintenance Project Environmental Impact Statement.

Issuance of a stipend to the Churchill County building official for performance of the duties of construction administration for the Churchill County Detention Center Project and the Senior Center Project.

Churchill County’s position on the proposed consolidation of the University of Nevada Cooperative Extension (UNCE) and the College of Agriculture, Biotechnology and Natural Resources (CABNR) under one dean.

Approval of an agreement for purchase of a Conservation/Restrictive Use Easement with Jack H. and Nancy K. Davis.


NEVADA DIVISION OF WATER SOURCES

The Nevada Division of Water Resources (DWR) is currently mapping water rights in the Newlands Project through a grant from the Bureau of Reclamation.

The mapping project utilizes records of water rights transactions and other geographical information to develop a digital, GIS-based map of the current status of water rights in the Newlands Project. DWR has mapped in townships 17 N, 28 E; 17 N, 29 E; and 18 N, 29 E.

DWR will present maps of these areas, along with information regarding its mapping methodology at a meeting at 2 p.m. on Nov. 4 at the Churchill County Commissioners’ chambers. Interested parties are encouraged to attend.


Bureau of Reclamation

The Bureau of Reclamation will hold three open house/public scoping meetings for the Truckee Canal Extraordinary Operation and Maintenance (XM) Environmental Impact Statement. The primary project study area is the Truckee Canal, which is located in portions of Storey, Lyon and Churchill counties.

The purpose of the meetings is to solicit early input from the public regarding the development of alternatives to be evaluated and their potential environmental impacts. The meetings will be held in:

Wadsworth: Tuesday, Oct. 27, 5:30- 7:30 p.m., Wadsworth Community Building, 551 Eighth St.

Fallon: Wednesday, Oct. 28, 5:30-7:30 p.m., Churchill County Administrative Complex, Room 145, 155 N. Taylor St.

Fernley: Thursday, Oct. 29, 5:30- 7:30 p.m., Fernley City Council Chambers, 595 Silverlace Boulevard.

The open house will start at 5:30 p.m. At 6 p.m., there will be a brief presentation. The open house will resume after the presentation and continue until 7:30 p.m.
