Commissioners hear first reading on developer agreements

Churchill County commissioners heard the first reading at their Thursday meeting of an ordinance establishing procedures and requirements for development agreements according to Nevada law.

According to Ben Shawcroft, deputy district attorney who advises the commission, this will be both a good process for developers and the county’s staff. He said the ordinance focuses on the application procedure and review.

“This will give me more certainty,” said developer Tim Tucker. “We do need this development ordinance to move forward.”

The commissioners voted 3-0 to approve the first reading. The second reading is set for Sept. 6.

Commissioners also approved Churchill County Social Services to join the Resilient Eight Consortium and provide support to obtain funding opportunities totaling $200,000.

According to the agenda report, “The Resilient Eight Rural Nevada Opioid Consortium Response Planning project is a collaborative effort of eight rural counties to collect data, develop strategic plans and organize and support direct, tangible efforts around the issue of opioid use disorders.

“The goals of focus include increasing accessibility and the ability to rapidly deploy naloxone for overdose prevention and to increase the availability of rural medication assisted treatment services in rural Nevada.”

Commissioners unanimously approved an application submitted by Eileen Cornwall for a one change of property located at 5501 and 5545 Reno Highway.

Commissioner Bus Scharmann made a motion stating the findings have been met for a zoning map amendment to change the properties from split zoning with E-1 and C-1 to all E-1 on APNs: 008-551-57 and 008-551-60, thereby meeting the criteria found in Churchill County Code 16.08.060(E), and based on the previously adopted findings made for this project, to approve the request for a zoning map amendment to change the properties from split zoning with E-1 and C-1 to all E-1 for Cornwell on APNs: 008-551-57 and 008-551-60, with the following conditions: The land owner will not be allowed to subdivide the property without prior approval of this board, there shall be no change in land use without prior approval of this board and there must be written approval of the applicant of these conditions.

Commissioners approved an amendment to an agreement originally approved Nov. 2, 2017, between Pictometry International Corporation and Churchill County to include three additional aerial imagery flights not to exceed $186,883.
