The Carson City Board of Supervisors will hold their bimonthly meeting Thursday at 8:30 a.m. in the Bob Crowell Board Room at the Carson City Community Center, 851 E. William St. Agenda items include: • A presentation of two proclamations. One to recognize June 3 as a day to honor Kayla Sue Testa, the employee at Sportsman Wearhouse who saved a young girl from the vehicle that crashed into the store earlier this year. And second, to recognize June as National Pollinator Month. • Possible appointment and reappointment of Other Post-Employment Benefits trustees. • Discussion of an interlocal contract to participate in the Wildland Fire Protection Program from July 1, 2021 to June 30, 2023, not to exceed $16,400. This would strengthen Carson City’s ability to respond to wildland fires. • Possible approval of a 50-year ground lease agreement between Carson City Airport Authority and Oritz Bros. Aviation. Oritz Bros. would rent approximately 64,000 square feet from the city airport for $19,000 per year — coming out to $0.30/sq ft/yr. • Discussion and possible action on a water lease agreement between Carson City and the Carson Water Subconservancy District. The lease would allot Carson City 100 acre-feet of surface water from Oct. 1, 2021 to Mar. 31, 2022 at no cost beyond permit fees. • Discussion and possible action on a wildland fire engine purchase, not to exceed $174,000. • Decision on whether to award Aspen Developers Corp. the Long Street Reconstruction Project contract, not to exceed $2.9 million. The construction project includes installation of a water and sewer main, and a storm drainpipe, as well as reconstruction of Long Street between Roop and Saliman. • Approval of the Community Development Block Grant – COVID 19, and a final funding recommendation to the Nevada Governor’s Office of Economic Development. The Board has almost $500,000 in funding to allocate, and five applicants are requesting a total of $322,000. The Application Review Work Group is recommending 100% funding of these applicants. • Discussion and possible action on an infrastructure grant application for the William Street Complete Streets Project. The grant, “RAISE,” is sponsored by the U.S. Department of Transportation. The William Street project is estimated to cost $16.9 million, and the city would like to set a 60% local match for grant funding. • Possible action regarding a redrawing of school zones. The Carson City Regional Transportation Commission has proposed plans to shrink the Pioneer High School, Carson Middle School, Eagle Valley Middle School, and Fritsch Elementary School designated school zones. This is in response to community feedback. • Discussion and possible action on modifying traffic impact study requirements. The Public Works Department will present options to improve the traffic impact study process in response to development impacts. • In light of the Nevada Legislature’s ongoing 81st Regular Session, the board will decide whether to adopt official policy positions on pending bills that affect Carson City.
