The Churchill County Commissioners meet Wednesday at 1:15 p.m. at the Churchill County Administrative Building, Commission Chambers, 155 N. Taylor St., Suite 145.

Agenda items to be considered:
• Update of current activities, plans, or actions related to the Bureau of Land Management's Carson City District.
• Public Hearing —- Consideration and possible action re: Bill No. 2021-F, Ordinance No. 7, an ordinance amending sections 3.36.020, 3.36.050, 3.36.080, 3.40.020, and 3.40.040 of Title 3 of the Churchill County Code for those employees under the direct and indirect jurisdiction of the Board of County Commissioners to the extent of the laws permitted by the State of Nevada: 3.36.020 Overtime, 3.36.050 Holidays, 3.36.080 Education Reimbursement and/or Advance, 3.40.020 Sick Leave, and 3.40.040 Bereavement Leave.
• Appointment of Paul Picotte to the Planning Commission to fill an unexpired term through September 30, 2024.
• Renewal of the Agreement with LP Insurance for insurance consulting services in the amount of $40,407.55 per year for three years.
•  Consideration and possible action re: Specialist position at the Life Center to Food Services Coordinator and assigning it to Pay Grade 50.
• Approval of Resolution 20-2021 directing the Churchill County Assessor to take certain actions regarding the Secured Tax Roll for 2022-2023.
• Renewal of a Contract with Mark Stafford, Commercial Real Estate Appraiser, not to exceed $7,500, to assist in appraising and defending the appraisals of solar and geothermal properties in Churchill County.
• Approval of an upgraded position at Parks and Recreation to replace the budget-approved position of Parks Maintenance Worker with a Facilities Maintenance Technician, with an estimated cost of $8,200.
• Request from the Fallon Churchill Fire Department to pre-approve the addition of a funding item to the 2022-2023 budget in the amount of $80,000, which will serve as a payment guarantee for the supplier of MSA air packs and enable the department to purchase items now that are due to receive a price increase prior to the next budget cycle.
• Approval of an Interlocal Agreement between Churchill County and Mineral County for the Provision of Health Related Services.
• Approval of a Revised Agreement between Churchill County and the UNR School of Medicine for consultation to develop a Health District.
• Ratification of Notice of Subaward between Churchill County Social Services and the State of Nevada Department of Health and Human Services Aging and Disability Services, totaling $8,776.67 for equipment purchase.
•Compensation Study for non- represented county positions, implementation costs not to exceed $500,000 (surveyed and impacted positions can be found at www.churchillcountynv.gov/compstudy2021)
Commission results from the Nov. 4 meeting.
• Approved an agreement between Marshall's Septic Care and Churchill County for sewer sludge disposal services for the Churchill County Waste Water System in the amount of $300.00 per delivery.
• Approved a Parcel Map Application filed by Mark and Mary Kolwyck for property located at 7450 Rockwood Place, Assessor’s Parcel Number 007-251-62, consisting of 69.93 acres in the A-10 zoning district, whereby the applicants propose to split the parcel into two lots.
• Approved an Interlocal Agreement between Churchill County and Eureka County for the Provision of Health Related
• Approved to hire a 0.475 FTE Community Health Nurse and 1.0 FTE Resource Liaison for Public Health Services in Eureka County at a cost of approximately $102,000.
• Approved a new position of Grant and Fiscal Specialist for Social Services and authorization for the recruitment and selection for the position.
• Approved a change to the pay grade for Aquatics Coordinator to Pay Grade 35 and make the change retroactive to July 13, 2020, at an estimated cost of $11,200.

• Ratify the Sub-Recipient Award between Churchill County Social Services and the Nevada Department of Health and Human Services, Grants Management Unit, for Family Resource Center functions in the amount of $26,442 for FY22.
• Ratify the Sub-Recipient Award between Churchill County Social Services and Community Chest, Inc. for Opioid use and overdose reduction planning and program implementation in the amount of $16,403 for FY22.
• Approve a Notice of Sub-Award between Churchill County Social Services and the State of Nevada, Department of Health and Human Services, Grant Management Unit, for the provision of Health Disparities in the amount of $46,737 for FY22.
• Ratify a Notice of Sub-Award between Churchill County Social Services and the State of Nevada, Department of Health and Human Services, Grant Management Unit, for the provision of Community Services Block Grant in the amount of $104,394 for FY22.
• Approve a contract renewal with Cassidy & Associates in the amount of $15,000 per month effective retroactively from Oct. 1, 2021 through June 30, 2023.
• Approve a Request for Qualifications (RFQ) that seeks applicants to fulfill the position of Churchill County Health Officer.
• Approve comments to be submitted to the EPA on its Proposed Plan for the Carson River Mercury Superfund Site Operable Unit 2.
