Lyon County’s Rolling “A” Wastewater Treatment Facility will be among the chief items of concern at Thursday’s county commission meeting.
Commissioners first will decide whether to uphold a bid protest submitted by Farr Construction Corp. dba Resource Development Co. on the Rolling “A’s” phase 4 expansion project, with Lyon County utilities director David Bruketta and Reno’s McDonald Carano lawyer Philip Mannelly leading the discussion.
The meeting takes place at 9 a.m. Thursday at the Lyon County Administrative Complex in Yerington.
The Rolling “A” project went to bid in February with two bids submitted by Resource Development Co. for $19.9 million and KG Walters for $20.2 million. Bids were evaluated by Reno engineering and surveying services firm DOWL and found both were in compliance and considered “responsive,” according to the presentation. Nevada Revised Statute 338.147 requires the award of contract to the contractor who submits the best bid, unless otherwise stated in subsection 10 or in 338.143, 338.1442 or 338.1446.
Also for consideration on the agenda is the award of the contract for the Rolling “A” project to Farr Construction Corp. as a time-certain item at 9:30 a.m., with notice of awards prepared for either bidder in the meeting packet.
The Rolling “A” project is planned to increase annual average treatment capacity from 1 million gallons per day to 1.4 millions gallons per day and allows for the construction of a new equalization tank, two sequencing batch reactors, a thickening unit and the rehabilitation of existing headworks. The county has budgeted $15 million for construction, spending $1.87 million to date. Work is expected to take place from June this year to February 2025.
Also Thursday, Lyon County Sheriff’s Deputy Brian Kharrl will receive a meritorious service award for demonstrating courage and perseverance in protecting the life of a fellow deputy during an incident involving an armed criminal Aug. 4.
Walker River Irrigation District General Manager Bert Bryan will provide an update on river conditions.
Commissioners will approve an agreement with Circle P Rodeo Co. and Nathan Pudsey, the county and the Boys and Girls Club of Mason Valley for bull riding at Night in the Country.
For possible action, the board will approve a memorandum of understanding with the Lyon County School District and the Lyon County Sheriff’s Office for the county to provide three resource officers and the school district to provide up to $360,000 in funding for the 2023-24 school year.
For possible action, the board will approve a contract with McGinley and Associates for an amount not to exceed $49,525 to conduct baseline surveys on a proposed right-of-way for a future water line located on Bureau of Land Management land between Dayton and Stagecoach to be funded from a budget transfer from general fund contingency.
For possible action, the board will approve a critical labor shortage designation for the Juvenile Probation Community service worker position.
For possible action, the board will approve accepting community charity donations for the LCSO, including the “Shop with a Sheriff” program.
Among other items, the board could approve, deny or amend a resolution terminating a declaration of emergency declared in Resolution 23-06.
Also, members could award the bid for the Lyon County District Court Courthouse Remodel project to the lowest responsive and responsible bidder, Pellet Construction LLC, in the amount of $9.1 million, and authorize County Manager Andrew Haskin to sign change orders up to 5% of the awarded amount.
