Churchill County commissioners approved a nomination Nov. 20.

Joseph Frey was appointed to the Churchill County Planning Commission to fill an unexpired term to Dec. 31, 2026. Frey was subsequently sworn in to service by Deputy Clerk to the Board of Commissioners Pam Moore.

Commissioners also:

• Heard an update of current activities, plans and actions related to the Bureau of Land Management's Carson City District as presented by Field Manager Shedra Rakestraw. Rakestraw said that she is moving to an assistant field manager position within the Carson City district and this would be her last meeting. Future updates will be presented by Stillwater Acting Field Manager Kathryn Dyer.

• Approved to ratify a $79,986 grant agreement between the U.S. Department of Housing and Urban Development and Churchill County Social Services for HUD approved projects as presented by Shannon Ernst, director of Social Services. Ernst said the transitional and rapid rehousing projects are part of a strategy to reduce homelessness across rural Nevada.

• Approved to ratify an $111,387 agreement between the State of Nevada, Department of Health and Human Services and Churchill County Social Services to deliver community services to at-risk individuals and families, increase awareness of resources available for vulnerable populations, provide homeless residents access to housing and daily necessary resources and increase locations for service access. Ernst said Churchill County is a federally-designated Community Action Agency for the surrounding area and receives the funding to use in ways that will reduce poverty in the community.

• Approved to support the applications filed by the City of Fernley with the Nevada Division of Water Resources proposing to change the point of diversion, place of use and manner of use of a portion of water from an underground source located in Lyon County to a new point of diversion and place of use in Churchill County.

“We’re required to hold a hearing on this change in use and point of diversion to move water from Lyon County to Churchill County place of use,” District Attorney Joseph Sanford said. “These are temporary applications. We have run it past our water consultant and we have no concerns at this time, so we do not need to take any action.”
